N.J.S.A. 40A:14-156.1 has been enacted by the Legislature authorizing the governing bodies of two or more municipalities to enter into an agreement with each other for municipal police aid in case of emergency; and the Mayor and Council of the City of Lambertville, County of Hunterdon, State of New Jersey, believes that it would be in the best interests of residents of said City for the City to enter into such an agreement with other municipalities located within the County of Hunterdon and with the County of Hunterdon. A proposed agreement has been submitted between the Township of Delaware, Township of West Amwell and City of Lambertville, and the County of Hunterdon, providing for such mutual aid, and the Mayor and Council of the City of Lambertville desire to enter into such agreement.

a. 
Pursuant to N.J.S.A. 40A:14-156.1, the City entered into the annexed agreement known as Mutual Aid Agreement with some or all of the municipalities herein- before stated and with the County of Hunterdon.
b. 
The Mayor and City Clerk are hereby authorized and directed to execute the annexed agreement on behalf of the City of Lambertville.
c. 
This section shall take effect in accordance with law and after some or all of the municipalities and the County set forth in the proposed agreement have adopted ordinances authorizing them to enter into such an agreement.

This section is enacted pursuant to the Interlocal Services Act (N.J.S.A. 40:8A-1 et seq.) to authorize the County of Hunterdon to provide public health services of a technical and professional nature provided by the County Health Department, as agent of the City Board of Health in compliance with the Local Health Services Act, Chapter 329, P.L. 1975 (N.J.S.A. 26:3A-1 et seq.).

This City shall enter into a contract with the County of Hunterdon essentially providing that the County Health Department shall provide public health services which meet the standards of core and elective activities enumerated in "Standards of Performance," as promulgated by the Public Health Council of the State of New Jersey. The public health service activities are categorized under Administrative and Supporting Services, Environmental Health, Communicable Disease, Maternal and Child Health and Chronic Illness and are listed in said Agreement. The Mayor and City Clerk are hereby authorized and directed to execute this Agreement on behalf of this City.

This section shall be known and may be cited as the Cooperative Pricing Ordinance of the City of Lambertville.

Pursuant to the provisions of N.J.S.A. 40A:11-11(5), the Mayor is hereby authorized to enter into a Cooperative Pricing Agreement with the Lead Agency.

The Lead Agency shall be responsible for complying with the provisions of the Local Public Contracts Law (N.J.S.A. 40A:11-1 et seq.) in regard to bidding and all other provisions of the revised statutes of the State of New Jersey.
The City of Lambertville shall be responsible for entering into contracts and for complying with its responsibilities as set forth in the cooperative pricing agreement.

The City publicly declares its intent to become an aggregator of electric power on behalf of its residential users of electricity pursuant to the Government Energy Act of 2003, N.J.S.A. 48:3-91.3 to 98, and implementing regulations.
The City will utilize approved vendors, Commercial Utility Consultants, Inc. and its subcontractor Concord Engineering Group dba Concord Energy Services pursuant to the NJ E-PROCUREMENT Pilot program (P.L. 2001, c.30) under the NJ Department of Community Affairs. The Reverse Energy auction will seek bids from licensed and appropriate third-party suppliers. If such winning bid is selected and agreement executed, individual residential consumers would retain the option not to participate and to choose any alternatives they desire.
The Mayor and Municipal Clerk are hereby authorized and directed to execute any documents necessary to carry out the purpose of this section.
