A. 
Removal of snow, ice, sand, dirt and other like material from sidewalks. The owner or owners, tenant or tenants of lands abutting or bordering upon any of the public avenues or highways of the Township of West Deptford shall remove or cause to be removed from the sidewalks in front of or bordering on their said lands all snow and ice within six hours of daylight after the same shall be formed or fall thereon, and any sand, dirt or other materials forming an obstruction or constituting an impediment thereon within 10 hours of daylight after the same shall have formed, collected or been created thereon.

B. 
Removal of snow, ice, sand, dirt and other like material from gutters. The owner or owners, tenant or tenants of lands abutting or bordering upon any of the public avenues or highways of the Township of West Deptford shall remove or cause to be removed from the gutters to the width of one foot in front of or bordering on their said lands all snow and ice within 10 hours of daylight after the same shall be formed or fall thereon, and any sand, dirt or other materials or collection of materials forming an obstruction or constituting an impediment thereon within 10 hours of daylight after the same shall have formed, collected or been created thereon.
C. 
Removal and control of grass, weeds and other debris.
(1) 
Removal. The owner or owners, tenant or tenants of lands abutting or bordering upon any of the public avenues or highways of the Township of West Deptford are hereby required to remove all grass, weeds, brush or other plant or vegetable growth, as well as rubbish or debris, which may in any way impair the visibility of persons using public highways to the danger of other users thereof; or which may emit foul or unhealthy odors; or which may serve as a place for the breeding of flies, mosquitoes or other insects of a destructive nature, or serve as the haven or refuse of mice, rats, snakes or other animals and reptiles of a destructive nature and generally odious to man; or which may constitute an impediment on or overhanging the sidewalks along any of said streets, avenues or highways; or which may be generally disagreeable or obnoxious to the residents in the immediate vicinity of any land on which said grass, weeds, brush or other plant or vegetable growth, rubbish or debris may exist; or which may constitute a fire hazard.
(2) 
Control of height. All owners or tenants of lands shall keep all brush, hedges and other plant life growing within 10 feet of any roadway and within 25 feet of the intersecting side lines of any two roadways cut to a height of not more than 2 1/2 feet where it shall be necessary and expedient for the preservation of the public safety.

The Police Department and Department of Code Enforcement are hereby designated as the enforcing agencies for this article.
A. 
Ten-day notice. Where the enforcement agencies named in this article shall report to the Township Committee that a violation of any of the provisions of this article shall exist, the Township Committee may, by resolution, direct that a notice be sent by the Township Clerk to the owner of the property affected, at the address as indicated on the tax records of the Township, certified mail, return receipt requested. Said notice shall state that the property owner shall have 10 days from the receipt of said notice to correct the violation complained of or the Township may cause the violation to be abated and the costs of abatement to become a lien against the property, to be collected in the manner of a tax lien. A copy of said notice shall be sent to the enforcement agencies named in this article.
B. 
Failure to comply. At the expiration of the 10 days referred to in the notice sent pursuant to Subsection A, the enforcement agencies shall reinspect the property which is the subject of said notice. In the event that the violation referred to in said notice is still continuing, the enforcement agencies shall cause said violation to be abated. All costs incurred in the abatement of the violation shall be certified to the Tax Collector of the Township and shall forthwith become a lien upon such lands and shall be added to and become and form part of the taxes next to be assessed and levied upon such lands, the same to bear interest at the same rate as other taxes, and shall be collected and enforced by the same officers and in the same manner as taxes.
C. 
Hearing; scope. Should any owner or tenant be aggrieved by the notice of the Township Committee to abate the violation as aforesaid, he shall apply to the Township Clerk for a hearing with regards to the same before the Township Committee within 10 days after receiving said notice. The Township Committee shall, within 30 days after such request, hold a hearing for the owner or tenant, or both, with regards to the same. After the said hearing, the Township Committee may affirm, revoke or modify the said order as in its discretion may seem proper.
D. 
Emergency condition. Nothing herein contained shall be interpreted to prohibit the Township under any other law or power from abating violations deemed to be emergencies immediately endangering the health, welfare or safety of the inhabitants of the Township even though the procedures followed do not conform to those outlined in this article.

In addition to the abatement provided for in § 142-3, violations of this article shall be subject to the penalties provided under § 1-15 of Chapter 1, General Provisions, of this Code.
