The Mayor or any member of the Council may propose amendments
to these bylaws at any regular meeting or adjourned regular meeting.
The committee responsible for review of amendments to these
bylaws shall consider the proposed amendments and present its recommendations
at the next regular or adjourned meeting of the Council.
These bylaws shall only be altered or amended by a two-thirds
vote on a roll call taken at two successive regular or adjourned meetings
of the Council.
