In addition to the fees described in § 68-1, the following fees are hereby imposed upon every taxpayer chargeable with delinquent taxes or other delinquent charges:
A. 
Attorney’s fees or collection agency’s fees actually contracted for, not to exceed 20% of the taxes or other charges so collected, which shall be in addition to all penalties and interest;
B. 
Such fees shall be imposed no earlier than 30 days after notice of delinquent taxes or charges shall have been given pursuant to § 58.1-3919, Code of Virginia, as amended.
C. 
If collection activity is to collect on a nuisance abatement lien, the fee for administrative costs shall be the lesser of $150 and 25% of the cost; however, in no event shall the fee be less than $25.
D. 
No tax assessment or tax bill shall be deemed delinquent and subject to the collection procedures described herein during the pendency of any administrative appeal under Code of Virginia, § 58.1-3980, and as the same is limited under Code of Virginia, § 58.1-3958.
E. 
This section is enacted pursuant to Code of Virginia, § 58.1-3958, and is effective immediately upon adoption.
