Any person claiming payment from the Borough, other than the payroll account, shall present to the Municipal Clerk a voucher, as prescribed by the Borough, accompanied by a company bill specifying material or service provided, duly certified as supported by a certification and declaration of the claimant. In the case of reimbursement for actual and necessary traveling expenses, itemized claims supported by receipts, where available, shall be presented in order to obtain reimbursement for expenses incurred by local officials where authorized by the Borough.

Claims shall then be presented to the appropriate department head, who shall approve them if he is satisfied that the claims are proper, materials have been received or services were rendered. After such approval is given, the department head shall file the claims with the Municipal Clerk, who shall then present them to the Borough Administrator.

The Administrator shall approve all vouchers for submission to the Mayor and Council. The Administrator shall assure that all necessary certifications are present, that there are proper and sufficient appropriations and that there is legal authority for the payments. All approved vouchers will be submitted to the Mayor and Council in the form of a bill list indicating the company, amount of voucher, description of service and department charged.

The bill list shall be presented to the Mayor and Council with the agenda material for each regular meeting.

The Mayor and Council shall review the presented list and withhold action on any claim which is felt requires further study. The Mayor and Council shall authorize the payment of the remaining claims on the list by passage of a resolution.

Any disapproved claim may be referred back to the Borough Administrator with such instructions as the Mayor and Council may give at the time of removal from the list.

The Mayor and Council may, by motion at a regular meeting, consider any claims not included on the supplied list and may authorize payment of such claims by resolution.

a. 
When the Borough enters into a financial agreement for the purposes of redevelopment pursuant to N.J.S.A. 40A:20-1 et seq., the payments in lieu of taxes that are received by the Borough, i.e. P.I.L.O.T., shall be dedicated solely to the reduction of municipal taxes, or for payment to the Bloomingdale Board of Education under the circumstances when a corresponding redevelopment project results in an additional cost to the Board of Education, the Borough may reimburse the Board of Education from this fund. This tax reduction shall be effectuated by the dedication of funding from these redevelopment agreements for the offset of previously identified and established municipal expenditures including payments on prior debt obligations of the Borough in order to generate an overall reduction in the municipal budget and specifically a reduction in the municipal tax levy.
b. 
No funding from a P.I.L.O.T. agreement shall be utilized to support new projects, programs or staffing of the Borough as this funding shall be dedicated 100% to reduce the overall tax levy of the Borough of Bloomingdale.

No insurance company shall pay any claim in excess of $2,500 for fire damages on any real property located within the Borough of Bloomingdale pursuant to any fire insurance policy issued or renewed after the adoption of this section and after its filing with the State Commissioner of Insurance except as follows:
a. 
The insured individual or entity submits an official certificate of search for municipal liens pursuant to N.J.S.A. 54:5-12 certifying that all taxes, assessments or other municipal liens or charges, levied and assessed and due and payable against said property have been paid; and
b. 
The insured person or entity has submitted a certification acknowledged by a notary public commissioned in the State of New Jersey that all demolition costs have been paid or that demolition is not required; or
c. 
The Borough provides the insurer with a certified resolution pursuant to which the Borough has entered into an agreement with the owner of the fire-damaged property to pay in full all delinquent taxes, assessments or other municipal liens by installments pursuant to N.J.S.A. 54:5-19 for the redemption of any tax sale lien by installment payments pursuant to N.J.S.A. 54:5-65 et seq., or the payment by installment of any anticipated cost of demolition.

Any request for an official certificate of search for municipal liens pursuant to this section shall specify that the search concerns fire-damaged property.

The Borough's claim made in accordance with the provisions of this section shall be paramount to any other claims on the proceeds of the fire insurance policy, except as provided in N.J.S.A. 14:38-12, as it may be amended from time to time.

In the event that an appeal is taken on the amount of any lien or charge, other than an appeal based upon the assessed valuation of real property pursuant to N.J.S.A. 54:3-21, the insurance company shall comply with the procedures set forth in N.J.S.A. 17:38-10 as it may be amended from time to time.

No license or permit shall be issued, reissued or renewed by the Mayor and Council or any agency, department, official, agent or employee of the Borough unless the applicant, if he/she is the owner of the property where the business or activity is conducted, shall have paid all delinquent taxes or assessments due and owing through the quarter in which the application is filed.

Any license or permit issued by any of the entities mentioned in Subsection 2-79.1 may be revoked or suspended by the Mayor and Council when any licensee or permittee who is the owner of the property upon which the licensed or permitted business or activity is conducted has failed to pay the taxes due on the property for at least three consecutive quarters. The license or permit shall be restored upon the payment of delinquent taxes or assessments.

The provisions of this section shall not apply to any license or permit issued pursuant to N.J.S.A. 33:1-1 et seq. (the Alcoholic Beverage Law).

The Borough Clerk shall charge the following fees for providing the following services:
a. 
Copies of documents available to the public pursuant to the Open Public Records Act, N.J.S.A. 47:1A-1 et seq., are to be charged at the following rates: 1) $0.05 per page for letter-sized pages and smaller; 2) $0.07 per page for legal-sized pages and larger; 3) electronic records are to be provided free of charge via email and fax; 4) $2.70 for recording manufacturer's recommended compact disk or $0.60 for standard quality compact disc; and 5) the actual cost to provide records in another medium (i.e., computer disc, CD-ROM, DVD)
b. 
Black and White Street and/or Zoning Map: $5.
c. 
Color Street and/or Zoning Map: $8.
1.

a. 
The Mayor and Borough Council of the Borough of Bloomingdale shall have the authority to appoint an official dog for the purpose of redirecting geese off of public property for the health, safety and welfare of the general public.
b. 
The dog shall be named on an annual basis at the Borough's Reorganization Meeting and shall be trained, at no expense to the Borough, to perform the services indicated here in a manner that will not cause harm to geese.
c. 
The owner shall volunteer his/her time, at no expense to the Borough, to supervise the dog during the time the dog is utilized for the purpose indicated herein.

a. 
For purposes of this section, the following terms shall be defined as follows:
1. 
The term "professional services" shall be defined as set forth in N.J.S.A. 40:11-2(6), but shall not include therein services rendered based upon a recognized field of artistic endeavor.
2. 
The term "selection criteria" shall be defined to include the following:
(a) 
The professional qualifications of the professional services applicant and/or of any person(s) who will be assigned responsibility for the performance of the service and/or task;
(b) 
The professional experience, training and references of the professional services applicant and/or of any person(s) who will be assigned responsibility for the performance of the service and/or task;
(c) 
The capability of the professional services applicant to perform said services and/or tasks in a timely, competent, efficient and professional manner; and
(d) 
The cost competitiveness of the professional services applicant.
3. 
The term "standardized submission requirements" shall be defined to include the following:
(a) 
The identification of the names and titles of the person(s) who will be assigned responsibility for the performance of the service and/or task, as well as a description of the performance experience of said person(s);
(b) 
The identification of at least three professional references having personal knowledge and/or experience with the performance of said services and/or tasks;
(c) 
A description of the capability of the professional services applicant to perform said services and/or tasks in a timely, competent, efficient and professional manner; and
(d) 
A description of the fees, charges, costs and/or expenses associated with the performance of said services and/or tasks, including, but not limited to, the specific rates of the person(s) identified herein.
b. 
Upon the cessation of any contract and/or agreement for the provision to the Borough of Bloomingdale of professional services by any existing professional services consultant, the governing body of the Borough of Bloomingdale shall award any and all subsequent contracts and/or agreements for the performance of such professional services on the basis of competitive bidding.
c. 
Upon the cessation of a professional services contract and/or agreement pursuant to Subsection a of this section, the governing body of the Borough of Bloomingdale shall cause a Request for Proposals for such professional services to be published through posting in the place within the Municipal Building of the Borough of Bloomingdale, upon which public notices are customarily posted; and publication in a newspaper of general circulation within the Borough. Said request shall, at a minimum, include the following:
1. 
A description of the professional services and/or tasks for which the request has been issued;
2. 
A description of the qualification requirements for the performance of said professional services and/or tasks;
3. 
A statement that standardized submission requirements and selection criteria are on file with the Municipal Clerk; and
4. 
A deadline, specifying both date and time, for submission to the Municipal Clerk of a proposal in response to the Request for Proposals.
d. 
Upon receipt of proposals in response to a Request for Proposals for the award of a professional services contract and/or agreement, the governing body of the Borough of Bloomingdale shall award said contract and/or agreement in conformity with the selection criteria applicable to said professional service.
e. 
Except as otherwise provided by Borough Ordinance or State statute, any vendor awarded a professional services contract and/or agreement pursuant to this section shall be required to provide a Certificate of Insurance, naming the Borough of Bloomingdale as an additional insured and including the following minimum coverage:
1. 
General Liability: $1,000,000
2. 
Worker's Compensation: $1,000,000 per accident/occurrence
$1,000,000 per disease/employee
$1,000,000 policy limit
3. 
Automobile Insurance (where applicable): $1,000,000
Vendors shall also be required to submit bonds as required by the Borough of Bloomingdale.

a. 
No minor child's photograph shall be posted on the Borough website without written authorization from a parent or legal guardian of the minor child allowing the posting of such photograph on the Borough website. The authorization required by this section shall be specifically for the purpose of allowing posting of a photograph on the website and any general authorization allowing the reproduction or subsequent use of a minor child's photograph shall not be sufficient to allow posting a minor child's photograph on the Borough website.
b. 
Written authorization for the posting of a minor child's photograph on the Borough website shall be in a form as directed by the governing body and shall be submitted to the Municipal Clerk prior to the posting of any minor child's photograph on the Borough website.

There is hereby established a fee for the use of credit cards for the payment of taxes, water, sewer payments or any and all other fees charged by the Borough of Bloomingdale, which shall not exceed 5.0% of costs.
The fee for use of credit cards for the payment of water and sewer is $3.95.

An account is hereby established in the name of the Borough of Bloomingdale for the purpose of collecting funds for promoting the Borough of Bloomingdale for events such as the 100th Anniversary. The disbursements and use of such funds shall be for the purpose of promoting the Borough of Bloomingdale including its 100th Anniversary.
