No person shall be eligible to the office of Trustee unless he shall be a citizen of the United States and a qualified elector and shall reside within the limits of the said Village, and no member of the Board of Trustees shall at the same time hold any other office under the Village government.

That there shall be a regular meeting of the Mayor and Board of Trustees on the first Tuesday of each month at 7:00 p.m., at such place within said Village as the Mayor and Board of Trustees may from time to time direct.
The Mayor or any two Trustees may call special meetings of the Board of Trustees and each Trustee, if in the Village, shall be notified of all special meetings.
It shall require a majority of all the Trustees elected to constitute a quorum for the transaction of business, but a less number may organize and adjourn from day to day, and may compel the attendance of absent members.

The Mayor, immediately after being installed into office, shall appoint the following standing departments, to consist of one or more Trustees each, to wit: on finance and claims; on streets and alleys; on water and sewer; on maintenance; on zoning; and on Village park; who shall hold their offices for one year; or until their successors are appointed. When a vacancy shall occur in any of the above departments, the Mayor shall fill the same forthwith. The Mayor shall be ex officio a member of each department.
It shall be the duty of the standing committees to keep a close watch of the affairs of their respective departments of the Village government. They shall have the general management, control, and supervision over all the works, and things in their respective departments, and they shall make reports to the Village Board of whatever facts may be deemed of importance. Each committee shall promptly and thoroughly investigate and report in writing upon all matters referred to it by the Village Board, and do and perform such other and further duties as the Village Board may, from time to time by ordinance, resolution or motion direct.

The Board of Trustees shall not add to the corporation expenses in any one year anything over and above the amount provided for in the annual appropriation ordinance of that year except in the manner and for the purposes specified in 65 ILCS 5/8-2-9.

The annual compensation for the Village Trustees of the Village of Carbon Hill is hereby established at $900. Said compensation shall be payable to the Village Trustees at $75 on a monthly basis.
