Whenever it shall appear, to the Chief of Police of the Borough of Woodlynne, necessary and expedient, for the preservation of the public health, safety and general welfare or the elimination of a fire hazard, to remove from lands within the limits of the Borough of Woodlynne brush, weeds, dead and dying trees, stumps, roots, obnoxious growths, filth, garbage, trash and debris, the Chief of Police shall cause written notice thereof to be given to the owner or tenant of such lands, and said owner or tenant shall, within five days after notice thereof, remove the same from the lands.

The written notice hereinbefore provided, directing the removal of weeds, obnoxious growths and impediments, shall be prepared by the Chief of Police over his signature, and shall identify the lands hereinbefore provided and shall contain a short statement relating in detail and identifying the weeds, obnoxious growths or impediments which are directed in this article to be removed. Said notice shall also contain a statement that the owner or owners of the land may be assessed the costs of the removal of the weeds, obnoxious growths or impediments if they, the owner or owners, neglect to do so within the time limited in said notice. Said notice shall also contain a statement that the violation of this article is punishable by fine and/or imprisonment.
Said notice may be served upon the owner or owners, resident of the Borough of Woodlynne, New Jersey, in person or by leaving same with a member of the family above the age of 14 years. In case any such owner shall not reside in the said Borough of Woodlynne, such notice may be served upon him or her personally or by registered mail to his or her last known address, or it may be served upon the occupant of the property or upon the agent of the person in charge thereof. In case the owner of any property is unknown or service cannot be made as above directed, notice thereof shall be published at least once in a newspaper circulating in the Borough of Woodlynne, and a copy of said notice shall be posted in a conspicuous place upon said premises.

If the owner or owners, tenant or tenants, of lands in the Borough of Woodlynne, New Jersey, shall neglect or refuse to remove weeds, obnoxious growths or impediments therefrom, within five days after the service of written notice to remove the same as hereinbefore provided, such weeds, obnoxious growths or impediments may be removed by the Public Works Department of the Borough of Woodlynne. After such removal, the Public Works Department shall certify the cost thereof to the Collector of Taxes for the Borough of Woodlynne, New Jersey, who shall cause the cost as shown thereon to be charged against the lands abutting or bordering on said sidewalks and gutters in the public highways; the amount so charged shall forthwith become a lien upon such land and shall be added to and become and form a part of the taxes next to be assessed and levied upon such lands; the same shall bear interest at the same rate as taxes and shall be collected and enforced by the said Collector of Taxes in the same manner as taxes.

Any person or persons, corporation or corporations, violating the provisions of this article shall, upon conviction thereof, pay a fine not to exceed $500 or be imprisoned for a term of not more than 90 days, or both, in the discretion of the Judge.
