From and after the final passage of this chapter, the owner, owners, tenant or tenants of lands abutting upon sidewalks and gutters in the public highways of the Borough of Woodlynne shall remove all snow and ice from the said sidewalks and gutters within 12 hours of daylight after the same shall be formed or fall thereon.

If the owner, owners, tenant or tenants of lands abutting or bordering upon the sidewalks or curbs along the public highways in the Borough of Woodlynne, New Jersey, neglect or refuse to remove the snow or ice from the same within 12 hours of daylight after the same shall be formed or fall thereon, such snow and ice may be removed by the Public Works Department of the Borough of Woodlynne, and after such removal, the Public Works Department shall certify the cost thereof to the Collector of Taxes for the Borough of Woodlynne, New Jersey, who shall cause the cost as shown thereon to be charged against the lands abutting or bordering on said sidewalks and gutters in the public highways, the amount so charged shall forthwith become a lien upon such land and shall be added to, become and form a part of the taxes next to be assessed and levied upon such lands; the same shall bear interest at the same rate as taxes and shall be collected and enforced by the said Collector of Taxes in the same manner as taxes.

Any person or persons, corporation or corporations violating the provisions of this chapter shall, upon conviction thereof, pay a fine not to exceed $500 or be imprisoned for a term of not more than 90 days, or both, in the discretion of the Judge.
