A.Â
It is hereby found and determined that the Redevelopment Plan conforms
to the Master Plan of the Borough of Woodstown.
B.Â
It is hereby found and determined that the Redevelopment Plan gives
due consideration to the provision of appropriate allowable uses of
the areas as is desirable for residential and commercial improvement,
with special consideration for the health, safety and welfare of the
residents of the areas and the Borough of Woodstown.
C.Â
It is hereby found and determined that the Redevelopment Plan will
afford maximum opportunity, consistent with the sound needs of the
locality as a whole, for the redevelopment of the area.
D.Â
In order to facilitate the implementation of the Redevelopment Plan,
it is hereby found and determined that certain official action must
be taken by Woodstown Borough Council and, accordingly, Woodstown
Borough Council hereby:
(1)Â
Pledges its cooperation in helping to carry out the Redevelopment
Plan, and
(2)Â
Requests the various officials, departments, boards and agencies
of the Borough of Woodstown having administrative responsibility in
the premises to cooperate in such end and to exercise their respective
functions and powers in a manner consistent with the Development Plan
and this chapter, and take appropriate action upon proposals and measures
designed to effectuate the same.

Development activity pursuant to the Redevelopment Plan shall only
be related to the area, and any analysis of surrounding areas contained
in the Redevelopment Plan shall not be construed to mean that the
Borough of Woodstown intends to develop such surrounding areas.
F.Â
The Redevelopment Plan for the "Area," minus Section VIII "Acquired
Property," having been duly reviewed and considered, is hereby approved,
and the Borough Clerk is hereby directed to file a copy of the Redevelopment
Plan with the minutes of this meeting.
The Zoning Map is hereby amended to depict an overlay zone reflecting
the changes implemented in the Redevelopment Plan.

The local redevelopment law, N.J.S.A. 40A:12A-1 et seq., "the
LRHL," authorizes municipalities to determine whether certain parcels
of land in the municipality constitutes an "area in need of redevelopment",
as such term is defined in the LRHL; and
Pursuant to the LRHL, on June 8, 2021, the Borough Council of
the Borough of Woodstown, in the County of Salem, New Jersey, duly
adopted resolution No. 2021- designating the property identified on
the tax maps of the Borough of Woodstown as Block 21, Lot 39 as a
"non-condemnation area in need of redevelopment," (the "Redevelopment
Area"); and
In order to effectuate the redevelopment of the Redevelopment
Area, and pursuant to the authority granted under the LRHL, the Borough
instructed the Borough Planner, BACH Associates, PC to prepare a redevelopment
plan for the Redevelopment Area entitled, "Redevelopment Plan, Block
21, Lot 39, June 2021" dated June 2021 (the "Redevelopment Plan");
and
After reviewing the Redevelopment Plan and consulting with the
Borough professionals it was found that the Redevelopment Plan is
appropriate.
The aforementioned recitals are incorporated in herein as though
fully set out forth in length.
The Redevelopment Plan, as filed in the office of the Borough
Clerk and attached hereto as Exhibit A is hereby approved and adopted
pursuant to terms of the LRHL.[1]

The Zoning District Map in the Zoning Ordinance of the Borough
is hereby amended to include the Redevelopment Area per the boundaries
described in the Redevelopment Plan, and all of the provisions of
the Redevelopment Plan shall supersede the applicable development
regulations of the Borough Municipal Code, as and where indicated.
