Be it ordained by the Mayor and Council of the Borough of Woodstown,
in the County of Salem and State of New Jersey:
A. Words defined. The following terms used herein shall be taken and
construed to mean as follows:
PERSON
Includes any natural person, partnership and corporation.
TAXICAB
Any automobile, taxicab or other vehicle propelled by motor
power, engaged in the business of transportation of passengers for
hire or pay within the Borough of Woodstown.
B. Word usage. Words used in the singular number shall include the plural,
and words in the plural number shall include the singular.
The licensing, regulating and inspecting of taxicabs, the examining
of applicants for licenses who own and operate such taxicabs, the
licensing of drivers as hereinafter provided and the enforcement of
the provisions of this chapter shall be under the control of the Mayor
and Borough Council.

No person shall hire out, keep or use for hire or pay any taxicab
without first having obtained a license for that purpose from the
Borough Council for each and every taxicab. Such license shall be
known as a taxicab license; it shall be identified by a suitable number
and shall be issued for a particular taxicab. The number of such licenses
outstanding shall not exceed four at any time.
Every person obtaining a taxicab license must be at least 21
years of age and a citizen of the United States. If a corporation,
such corporation must be organized and existing under the laws of
the State of New Jersey and shall maintain an office in the Borough
of Woodstown.
No license shall be issued until the said taxicab has been thoroughly
inspected and found to be in a safe condition for the transportation
of passengers, of good appearance and well painted and varnished;
and there must be submitted with the application for such license
a certificate from the Police Department of the Borough of Woodstown that the said taxicab is in
a clean and sanitary condition. The Police Chief is hereby authorized
to establish reasonable rules and regulations for the inspection of
public vehicles and for their construction and condition of fitness,
and may revoke or suspend the licenses of any vehicles found to be
unfit or unsuited for public patronage.
A. All applications for taxicab licenses shall be in writing, in duplicate,
and shall contain the full name and address of the owner, the serial
number, type, color, age and make of the taxicab, the number of persons
it is to carry and the names and addresses of two responsible property
owners of the Borough of Woodstown as references. Any and every change
of address of the owner shall be reported in writing to the Borough
Clerk within three days after such change, and the Borough Clerk shall
immediately report such change of address to the Police Chief.
B. All applications shall be filed with the Borough Clerk, who shall
submit said applications to the Borough Council at the next succeeding
meeting for action, and any or all applications may be granted or
refused by the vote of the members of said body present at such meeting.
A. No taxicab licensed under this chapter shall be maintained or operated
on the streets of the Borough of Woodstown except by a driver licensed
by the Police Chief and known as a licensed taxicab driver. Any and
every change of address of the driver, as mentioned in this chapter,
shall be reported in writing to the Police Chief within three days
after such change.
B. The driver of every such taxicab shall at all times, when the same
is in public, carry a license bearing the inscription "The Borough
of Woodstown License Number . . . . . . . . . . . . . " (inserting
the driver's license number), which license shall be furnished
by the Borough of Woodstown upon payment of the driver's license
fee, and the driver shall not lend his license to another.

Every person applying for a taxicab driver's license shall
prove to the satisfaction of the Woodstown Police Chief that the applicant
is over the age of 21 years, in good health with good eyesight and
not addicted to intoxicating liquors or controlled dangerous substances.
The applicant shall further establish that he or she is able to read
and write the English language, of good character, free from any conviction
of an indictable offense having occurred within 10 years prior to
the application date, and free from any motor vehicle violations having
occurred within three years prior to the date of the application.
The applicant shall further establish that he or she is knowledgeable
regarding the New Jersey Motor Vehicle Traffic Regulations and Traffic
Ordinances of the Borough of Woodstown. The applicant must furnish
a recent photograph of himself or herself of a size not less than
one and one-quarter (1 1/4) inches in width and one and three
quarter (1 3/4) inches in length which photograph shall be filed
with the application. The applicant shall further supply the name
and address of two responsible property owners in the Borough of Woodstown
providing a favorable reference. The applicant shall submit to providing
fingerprints and shall consent to a police history investigation and
provide such information as the Chief of Police may require in order
to conduct such a police background investigation. Any license issued
pursuant to this chapter may be revoked upon conviction of two violations
of the State Motor Vehicle Statutes or of this chapter.

No such taxicab shall be permitted to park on the public streets
of the Borough of Woodstown except at regular parking meters. Taxicabs
so parked on the public streets shall be required to pay the regular
rates as prescribed by the Parking Meter Ordinance.
No such licensed taxicab, while waiting employment by passengers,
shall stand on any public street or place other than at or upon the
designated taxicab stand, nor shall any driver seek employment by
repeatedly and persistently driving to and fro on a short space before
or by otherwise interfering with the proper and ordinary access to
or egress from any railroad station, theater, hotel, restaurant or
any other public place, but employment may be solicited by driving
through any public street or place, without stops other than those
due to obstructions or traffic, at a rate of speed that will not interfere
with or impede traffic.
There shall also be affixed in every taxicab, in such manner
that the same can be conveniently read by any person therein, a card
at least three inches in height by five inches in length, containing
the name of the owner, the license number of the vehicle and year
of issue and setting forth the rates of fare. There shall be displayed
on the outside of the front doors of such taxicabs the words "Taxicab
Woodstown, N.J." in letters at least three inches in height.

No taxicab shall be licensed until a policy of insurance shall
have been filed with the Borough Clerk as provided for taxicabs and
autocabs pursuant to the provisions of N.J.S.A. 48:16-1, et seq.

A. Every driver of such taxicab shall have the right to demand payment
of legal fare in advance and may refuse employment unless so prepaid,
but no driver of such vehicle shall otherwise refuse or neglect to
convey any orderly person or persons upon request anywhere in the
borough unless previously engaged or unable to do so. No driver of
any such taxicab shall carry any person other than the first passenger
employing him without the consent of said passenger.
B. Legal rates of fare for transportation of passengers within the limits
of the Borough of Woodstown shall be as fixed by resolution of the
Mayor and Council of the Borough of Woodstown from time to time. A
copy of said resolution may be obtained from the Woodstown Municipal
Clerk during normal business hours in the Clerk's office, Borough
Hall, Woodstown, New Jersey.
Side curtains or shades shall not be permitted on any such taxicab.

A. The fees for the issuance of the licenses herein referred to shall
be as follows:
(1) For each taxicab license, the sum of $25.
(2) For each taxicab driver's license, the sum of $2.
B. The fees herein fixed for the issuance of such licenses are imposed
for revenue.
All licenses to be issued under the provisions of this chapter
shall be issued in the name of the borough and under the hand of the
Borough Clerk, and all licenses issued hereunder shall expire January
1 next succeeding the date thereof, unless sooner suspended or revoked.
Any license may be revoked or suspended at any time for cause
upon the recommendation of the Borough Clerk of the Borough of Woodstown
or the Police Department.
Every person or persons, firm or corporation found guilty of
violating any of the provisions of this chapter shall be liable to
a fine of not more than $500 or imprisonment in the county jail for
not more than 90 days, or both. Each succeeding day of violation shall
be construed to be a new violation.
