It is the desire of the Board of Commissioners of the City of Weatherford, Custer County, Oklahoma, to provide good library service to the residents of the City of Weatherford through participation in a multi-county library system.
A multi-county library system, legally organized and operated according to the laws of Oklahoma in accordance with the Oklahoma Library Code (Title 65 O.S., Sections 1-101 through 7-102) and the Constitution of the State of Oklahoma (Article X, Section 10A), serves the following counties: Custer, Dewey, and Washita; provided, however, that additional counties may be added to the district if approved by the Oklahoma Department of Libraries Board.
The governing of the multi-county library system consists of three members from each county appointed by the Mayor; provided that by April 6, 1970, board membership shall be reconstituted to conform with the provisions of Title 65 O.S., Section 4-103.
The multi-county library system is supported by a special recurring ad valorem tax levy approved by vote of the people for this purpose and by funds from other sources appropriated or otherwise made available for this purpose in accordance with the Oklahoma Library Code and the Constitution of the State of Oklahoma.
The City of Weatherford, Custer County, Oklahoma, is located within the district served by the multi-county library system legally established and operating.
The multi-county library system is authorized and is qualified to establish and operate branch libraries to serve cities within its designated area.
The Weatherford Branch Library is operated by the library system for the benefit of the people of the City of Weatherford, and under the provisions of the Oklahoma Library Code the City of Weatherford is a legal and active participant in the multi-county library system.
The City of Weatherford will provide suitable quarters and maintenance and necessary utility services of such quarters for the Weatherford Branch Library. The multi-county library system will assume the operation and direction of the library and bear all other expenses, except that the City of Weatherford may from time to time at its option appropriate funds for the operation and/or improvements of the Weatherford Branch Library.
The City of Weatherford agrees to appoint one person to represent the City of Weatherford on the multi-county library board, at such time the multi-county library board elects to come under the provision of Title 65 O.S., Section 4-103.
The Weatherford Library Advisory Board to the City Commission of Weatherford is hereby created. The Library Advisory Board shall consist of seven appointive members. The term of office of each appointive member shall be for three years, beginning July 1 of the year of appointment and qualified. The present Weatherford Library Board shall become members of the Library Advisory Board and shall continue in office until their respective terms expire. The Mayor shall appoint the members on or before July 1 of such years.
