1. 
B.O.D. (BIOCHEMICAL OXYGEN DEMAND) – Shall mean the quantity of oxygen by weight, expressed in mg/l, utilized in the biochemical oxidation of organic matter under standard laboratory conditions for five days at a temperature of 20° C.
2. 
OWNER – Shall mean the City of Weatherford or any authorized person acting in its behalf.
3. 
DOMESTIC WASTEWATER – Shall mean water-borne wastewater normally discharging into the sanitary convenience of dwellings (including apartment houses and hotels), office buildings, factories, and institutions, and commercial establishments.
4. 
INDUSTRIAL WASTE – Shall mean water-borne solids, liquids, or gaseous wastes resulting from and discharged, permitted to flow, or escaping from the industrial, manufacturing, or food processing operation or process, or from the development of any natural resource, or any mixture of these with water or domestic wastewater.
5. 
MILLIGRAMS-PER-LITER (MG/L) – Shall mean the same as parts per million and is a weight-to-weight ratio; the milligram-per-liter value multiplied by the factor 8.34 shall be equivalent to pounds per million gallons of water.

NORMAL DOMESTIC WASTEWATER – Shall mean normal wastewater for the owner in which the average concentration of suspended solids and five-day BOD is established at not more than 250 mg/l.
7. 
PERSON – Shall mean any and all persons, natural or artificial, including any individual, firm, company, industry, municipal or private corporation, association, governmental agency, or other entity, and agents, servants or employees.
8. 
WASTEWATER FACILITIES – Shall mean all facilities for collection, pumping, treating and disposing of wastewater and wastes, operated by the owner.

It is the intention of the owner to exclude future industrial wastewater from the wastewater facilities which might be discharged by any nongovernmental user of the facilities identified in the Standard Industrial Classification, U.S. Office of Management and Budget, as amended and supplemented, under the following divisions:
a. 
Division A — Agriculture, Forestry, and Fishing.
b. 
Division B — Mining.
c. 
Division D — Manufacturing.
d. 
Division E — Transportation, Communications, Electric, Gas & Sanitary Services.
e. 
Division I — Services.
2. 
A user in the divisions listed may be excluded if it is determined that it will introduce primarily segregated domestic wastes or wastes from sanitary conveniences only.
3. 
If, upon passage of this article, a prohibited user locates within the area and wishes to discharge industrial waste or industrial wastewater to the facilities, this article will be amended or revoked in order to establish or revise Industrial Cost Recovery Provisions, which may be in effect or apply, of the State of Oklahoma, or the United States Government or any agency thereof, as applicable to the user.

No present user of the wastewater facilities of the owner is hereby excluded or intended to be excluded from discharging to the wastewater facilities by reason of the passage of this article.
1. 
Sewer use charges for industrial users shall be set by resolution by the Weatherford Public Works Authority. A copy of the current rates is in Appendix 6 of this Code.
2. 
Billing shall be accomplished by the owner on a monthly basis and the amount billed for sewer use shall be shown as a separate item.
3. 
The owner shall review the industrial user charge annually and revise it as necessary.
All ordinances or parts of ordinances in conflict herewith are hereby repealed. The validity of any section, clause, sentence, or provision of this article shall not affect the validity of any other part of this article which can be given effect without the invalidated part or parts.
