Any person driving a vehicle on a street shall drive the same at
a careful and prudent speed not greater than nor less than is reasonable
and proper, having due regard to the traffic, surface and width of
the highway, and any other condition then existing; and no person
shall drive any vehicle upon a highway at a speed greater than will
permit him to bring it to a stop within the assured clear distance
ahead.

Except when a special hazard exists that requires lower speed for
compliance with paragraph 1 of this section, the limits specified
in this Chapter or established as hereinafter authorized shall be
the maximum lawful speed and no person shall drive a vehicle on a
highway at a speed in excess of such maximum limits as follows:
a.
All specifically posted speed zones on streets adjacent to any hospital
or any school when said school is in session, except as otherwise
required by state authority.
b.
Twenty-five miles per hour on other streets and on streets adjacent
to schools at other times than that specified immediately above; provided
that the City Commission, by motion or resolution, may reduce or increase
speed limit, and when it does so, appropriate signs shall be placed
on such streets or parts of streets indicating the lower or higher
speed limit.
3.
It is unlawful to accelerate a vehicle in such a manner as to create
loud noises or to cause a vehicle to perform in a way that is commonly
known as "burning rubber" and/or "contest racing".
