These technical standards are intended to serve as township
standards for the design, construction and operation of public improvements,
when requirements for the same are not otherwise set forth by the
New Jersey Department of Community Affairs pursuant to the Uniform
Construction Code.

These standards are interpreted to be minimum requirements and
are not intended to substitute for a detailed design investigation
on the part of any applicant or person being regulated hereunder,
or under any related ordinance of the township.

Whenever Federal, State or county regulations or standards are
applicable, or may be applicable in lieu of the standards contained
in this section, the more stringent design or construction procedure
shall be deemed to apply.

Site improvement standards and construction details as prepared
by the township engineer are hereby adopted by reference, and are
on file and available for inspection in the planning board and township
clerk's office. Copies of these documents may be purchased at either
the planning board or township clerk's office in the same manner as
other public documents. Future revisions to said standards and details
shall be by resolution of the township committee.

The standards and details shall be conclusive as to any question
regarding design standards arising under this chapter.

All construction of improvements required as a condition of
subdivision or site plan approval shall be carried out in a workmanlike
manner, subject to the approval of the township engineer.

If the township engineer shall find that construction is not
being carried out in conformance with this chapter, he shall cause
the person directing construction on site to be served personally
with written notice stating that unless the conditions specified in
the notice are corrected within 10 working days all construction on
the site shall be terminated until the conditions specified are corrected.
A copy of the notice shall be sent by certified mail to the address
of the person shown in the township records to have received the site
plan or subdivision approval under which the construction is being
carried out.
Failure to comply with such notice within 10 working days of
such extensions thereof as the township engineer may grant shall be
deemed a violation of this chapter.
