There shall be an officer of the City entitled City engineer. Such officer shall be appointed by the City Manager to assist the City Manager, public works director, parks and recreation director, code enforcement officer, and other department members of the City government where engineering or knowledge of construction is required.

(a) 
The duties of the City engineer shall be:
(1) 
To review and become familiar with all engineering/construction projects of the City, including those in process, under study or in the planning state; to call to the attention of the appropriate party any discrepancies found in plans or specifications; to suggest such alternate methods, materials, concepts or other aspects as may improve the work.
(2) 
To advise the various departments of the City in regards to sound engineering construction practices.
(3) 
To prepare and maintain records of utilities, street, park, building and other public works construction by means of written reports, notes, sketches, drawings, etc., to prepare or assist in preparing a filing and indexing system to facilitate easy access to such records.
(4) 
To prepare survey and location plans, grade plans, profiles, sections, details and similar drawings as required for routine public works construction and maintenance programs; to perform or direct field surveys for same; to provide grade staking, elevations and other survey control as required.
(5) 
To prepare estimates of cost for proposed construction and maintenance projects; to assist department members in preparation of department budget requests as applicable.
(6) 
To inspect construction work on City projects by City forces and by contractor forces; to review and advise on requests for contractor payments; to maintain accurate cost accounts for the various projects assigned to him by the City Manager.

To inspect and prepare reports on private construction work to be turned over to the City on completion, (e.g., subdivision streets, utilities, etc.).
(8) 
To assist in the preparation of applications of federal and state funds in a variety of municipal projects, as requested by the City Manager.
(9) 
To serve as liaison with consultants engaged by the City for major public works projects; to serve as the City's inspector on such projects when so directed by the City Manager.
