The definitions in RSMo ch. 300 apply to this chapter. In addition, in this chapter "Central Business District" means that portion of the City lying between and including Dakota Street on the south, Pine Street on the north, Havannah Street on the west and Lyons Street on the east.
Except as otherwise provided, violations of this chapter are punishable as provided in Section 1-7.
RSMo. Ch. 300 is adopted by reference. This chapter shall be administered and enforced in accordance with RSMo Ch. 300.

(a) 
The provisions of this chapter relating to the operation of vehicles refer exclusively to the operation of vehicles upon streets and highways within the City and upon streets, drives and parking areas of the Butler R-V School District contained within the City, except:
(1) 
Where a different place is specifically referred to in a given section.
(2) 
The provisions of §§ 23-105 — 23-108, inclusive, of this chapter, and any acts amendatory thereof, shall apply upon streets and highways and elsewhere throughout the City.
(b) 
Unless specifically made applicable, the provisions of this chapter, except those contained in §§ 23-105 — 23-108, inclusive, of this chapter, shall not apply to persons, motor vehicles and equipment while actually engaged in work upon a highway, but shall apply to such persons and vehicles when traveling to and from such work.

Every person who commits, attempts to commit, conspires to commit, or aids or abets in the commission of any act declared in this chapter to be unlawful, whether individually or in connection with one or more other persons or as a principal, agent or accessory, shall be guilty of such offense, and every person who falsely, fraudulently, forcibly or willfully induces, causes, coerces, requires, permits or directs another to violate any provision of this chapter is likewise guilty of such offense.

It is unlawful for the owner, or any other person, employing or otherwise directing the driver of any vehicle, to require or knowingly to permit the operation of such vehicle upon a highway in any manner contrary to this chapter.

(a) 
No person, except a person expressly exempt by law, shall drive or operate any motor vehicle upon any highway, street or thoroughfare in this City unless such person has a valid driver's license.
(b) 
Requirements:
(1) 
The driver of any vehicle shall operate the vehicle only when in compliance with the conditions of his driver's license in regard to type of vehicle operated and other restrictions place upon the license by the state licensing agency.
(2) 
The driver of any motorcycle or motor tricycle as defined in Section 23-188 shall have a driver's license that indicates an endorsement to operate a motorcycle or a motor tricycle.
(3) 
The owner of any motorcycle or motor tricycle as defined in Section 23-188 shall not rent, lease or loan any motorcycle or motor tricycle to any person whose driver's license does not indicate an endorsement to operate such a vehicle.
(4) 
The driver of any motorized bicycle, moped or motor scooter as defined in Section 23-188, shall have a valid driver's license but is not required to have a special endorsement such as required for a motorcycle or motor tricycle.
(c) 
Any person operating any motor vehicle requiring a driver's license shall have the license in his possession at such times as he is operating the motor vehicle. Possession shall mean on his person or in the vehicle which he is operating.
(d) 
No person shall drive or operate any motor vehicle upon any highway, street or thoroughfare in this City whose license, right or privilege to operate a motor vehicle is currently suspended or revoked by this or any other jurisdiction.

No person shall authorize or knowingly permit a motor vehicle owned by him or under his control to be driven upon any highway by any person who has no legal right to do so, or who does not have a valid driver's license.
