BICYCLE
Every vehicle propelled solely by human power upon which
any person may ride, having two or more tandem wheels and designed
to have a seating surface for the rider, except scooters and similar
devices.
SKATEBOARD
Every vehicle propelled solely by human power upon which
any person may ride, having four or more wheels and designed to primarily
be operated from a standing position.

(a) It is unlawful for any person to do any act forbidden or fail to
perform any act required in this article.
(b) The parent of any child and the guardian of any ward shall not authorize
or knowingly permit any such child or ward to violate any of the provisions
of this article or RSMo 300.090, 300.347 or 300.350.
(c) The provisions of this article which are applicable to bicycles shall
apply whenever a bicycle is operated upon any highway or upon any
path set aside for the exclusive use of bicycles, subject to those
exceptions stated herein.
(d) The provisions of this article shall be applicable to motorized bicycles
and every person operating a motorized bicycle shall be subject to
the provisions hereof.

If any person under 17 years of age violates any provision of
this article or RSMo 300.347 or 300.350 in the presence of a police
officer, the officer may impound the bicycle or play vehicle involved
for a period not to exceed five days upon issuance of a receipt to
the child riding it or to its owner.

Every person riding a bicycle upon a roadway shall be granted
all of the rights and shall be subject to all of the duties applicable
to the driver of a vehicle by this chapter, except as otherwise provided
in this article, inclusive of this article and except as to those
provisions of this chapter which by their nature can have no application.

(a) A person propelling a bicycle shall not ride other than upon or astride
a permanent and regular seat attached thereto.
(b) No bicycle shall be used to carry more persons at one time than the
number for which it is designed and equipped.

(a) Every person operating a bicycle upon a roadway shall ride as near
to the right side of the roadway as practicable, exercising due care
when passing a standing vehicle or one proceeding in the same direction.
(b) Persons riding bicycles upon a roadway shall not ride more than two
abreast except on paths or parts of roadways set aside for the exclusive
use of bicycles.
(c) Whenever a usable path for bicycles has been provided adjacent to
a roadway, bicycle riders shall use such path and shall not use the
roadway.
(d) No person shall ride upon a bicycle, skateboard, roller skates or
in-line skates upon the sidewalks in the central business district
of the City or upon tennis courts owned by the City. As used in this
article, "central business district" means the area bounded by Pine
Street on the north, Lyons Street on the east, Fort Scott Street on
the south, and Havannah Street on the west.
(e) No person shall ride a bicycle at night in the City unless such bicycle
is equipped with a head lamp and light reflecting devise on the front,
rear and sides thereof. Red reflectors shall be used only on the rear
of the bicycle.

No person operating a bicycle shall carry any package, bundle
or article which prevents the driver from keeping at least one hand
upon the handlebars.
