A Council of Aging of nine members shall be appointed by the Select Board, following recommendations made by said Council, for three-year overlapping terms, provided that a term of less than three years may be established for any interim appointment so that the terms of no more than three members expire in any given year. Members shall serve without compensation. Any vacancy on the Council shall be filled by the Select Board following recommendations made by the Council.
After appointments are made by the Select Board and at its first meeting and thereafter annually in June, the Council on Aging shall elect a Chairperson, Vice Chairperson, Secretary and Treasurer. In the event a vacancy occurs in any of these offices, the Council shall hold a special meeting for the purpose of electing one of its members to fill such vacancy.

The Council shall coordinate and carry out programs designed to meet the problems of aging persons in cooperation with the programs of the Department of Elder Affairs established under MGL c. 19A, § 1.

The Council shall prepare and submit an annual report of its activities to the Town and shall send a copy thereof to the Department of Elder Affairs. The Council may appoint such clerks and other employees as it may require.
