As used in this chapter, the following terms shall have the meanings indicated, unless a different meaning clearly appears from the context:
AUTHORIZED PERSONNEL
The Mayor, Chief of Police, President of Council, Borough Administrator or their designee.
BUSINESS DAY
Any day not a Sunday or a national holiday.
BUSINESS HOURS
Hours between 9:00 a.m. and 5:00 p.m. on any business day.
PERSON
Natural person, partnership, corporation, association or any other legal entity.
SIDEWALK
Area between the curblines or the lateral lines of a street or highway, and the adjacent property lines, intended for use by pedestrians, excluding the tree lawn area thereof.
STREET or HIGHWAY
The entire width between the boundary lines of a way publicly maintained and open to the use of the public for purposes of vehicular travel, including the berm or shoulder thereof.
A. 
This chapter becomes operative based upon a written declaration of the Mayor, declaring the situation an emergency.
B. 
The police may remove or have removed any vehicle or obstruction from Borough streets, or any Borough property or sidewalks which obstruct the removal of ice and snow.
A. 
Every person in charge of any building or lot of land fronting or abutting on a paved sidewalk, whether as owner, tenant, occupant, lessee or otherwise, shall remove and clear away or cause to be removed or cleared away, snow and/or ice from a path of at least 30 inches in width from so much of said sidewalk as is in front of or abuts on said building or lot of land.
B. 
Except as provided in Subsection C hereof, snow and ice shall be removed from any sidewalk within 12 hours after the cessation of any fall of snow, sleet or freezing rain, or combination thereof, by the person owning or in charge of the property adjacent thereto and abutting said sidewalk.
C. 
In the event snow and/or ice on a sidewalk has become so hard that it cannot be removed without likelihood of damage to the sidewalk, the person charged with its removal shall, within the time mentioned in Subsection B hereof, cause enough sand or other abrasive to be put on the sidewalk to make travel reasonably safe; and shall, as soon thereafter as weather permits, cause to be cleared a path in said sidewalk of at least 30 inches in width.

After any snow fall of three inches or more, parking shall be restricted as hereinafter specified. It will be unlawful for any person to park a motor vehicle, as defined under the Motor Vehicle Code of the Commonwealth of Pennsylvania, contrary to the regulations hereinafter specified. On the first day after a snowfall of three inches or more, between the hours of 7:00 a.m. and 5:00 p.m., no motor vehicle shall be parked on the even numbered side of the street to facilitate cleaning up snow. The following day, motor vehicle parking shall be prohibited on the odd numbered side of the streets, which will be designated as "No Parking Zones" for the purpose of cleaning snow. Vehicles not removed on designated days for snow removal as stated above, will be ticketed and towed at owners' expense. Due to the narrowness of Turner Street, no parking will be allowed on the odd numbered side of the street during any period of snow and 24 hours thereafter.
All streets designated as snow emergency routes must be posted with snow emergency route signs.
The fine for violation of this chapter will be $50 for each occurrence.
Vehicles that are towed are subject to a towing fee and in addition storage fees may be charged.
