A. 
Parking meter zones are hereby established on the following streets of the Borough of Plymouth except for such spaces within such parking meter zones where parking is now or shall be hereinafter prohibited:
(1) 
West Main Street from Girard Avenue (both sides).
(2) 
East Side of Hanover Street from Main Street South along side of the Happy Pizza Building.
(3) 
Main Street from Hanover Street in front of the Happy Pizza Building (40 West Main Street).
(4) 
East Main Street (east side) from Center Avenue to Dan Flood Apartments.
(5) 
East Main Street (west side) from Center Avenue to Bull Run.

After the installation of said parking meters, it shall be unlawful for the owner or operator of any motor vehicle or other vehicle to park such vehicle for a longer period than the maximum time indicated on the dial of said parking meters between the hours of 9:00 a.m. and 6:00 p.m., prevailing time, Monday through Friday inclusive and any of the following holidays: New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Christmas Day and seasonal shopping periods which the Chief of Police may designate. It shall not be a violation to park at a parking meter, in the metered district on or along Route 11 on Main Street, so long as there is displayed on the dashboard, in an area which can be viewed through the front windshield of the vehicle, a valid parking permit for the current year issued by Plymouth Borough.

When any vehicle shall be parked in any space adjacent to which a parking meter is located in accordance with the provisions of this article, the operator thereof shall, upon entering such parking space during the time of limited parking, immediately deposit a coin or combination of coins of the United States in such parking meter and operate the same according to the instructions thereon. Failure to do so shall constitute a violation of this article. Each $0.25 (a quarter) deposited, will allow 30 minutes of parking up to a maximum of two hours. Any vehicle parked in a space during the times specified in § 223-29 above, in which the meter shows that the parking time has expired shall be in violation of the article and subject to the penalties and fines specified in this chapter. It is noted that council from time to time by resolution can alter the charge and duration to parking, as well as the cost of a parking permit. Also, it is noted that there is no fee to park a motor vehicle in a Borough Municipal Parking lot. In addition as an option to placing coins in the meter to purchase parking time, an parking permit may be purchased as herein set forth for the use of parking meters on Route 11 anywhere along the metered district on Main Street, so long as the permit is displayed as set forth in § 223-29 above and the vehicle is parked at a meter. The permit shall be limited to one household or business that has an address on Route 11 on Main Street in the metered parking district. The permit will be issued on a yearly basis and shall be valid from first day of January of each year and expire on the thirty-first day of December of each year. The cost of a yearly permit shall be $150 if purchased on or before January 1 through May 31 of each year and $75 if purchased on or after June 1 through December 31 of each current year. The permit will be good for use only in the Route 11 Main Street metered district and will allow parking at a meter and in no other zone.
It shall be unlawful to park any vehicle across any line or marking designating a parking space or to park said vehicle in any way that the same shall not be wholly within a parking space as designated by said lines or markings.
It shall be unlawful to deposit or cause to be deposited in any parking meter a slug, device or substitute for a coin of the United States.
It shall be unlawful for any person to deface, tamper with, damage, open or willfully break, destroy or impair the usefulness of any parking meter installed under the terms of this article.

Any person violating any provision of this article, except for § 223-38, shall for each and every violation, upon conviction thereof, shall be sentenced to pay a fine of $20 and all filing fees and costs associated with the prosecution of such a violation(s). Failure to timely pay any fines, filing fees or costs in a timely manner shall pay a fine of not more than $100 and all filing fees and costs associated with the prosecution and in default thereof undergo imprisonment for not more than 10 days.
