a. 
Returned Check Policy.
1. 
Whenever a check or other written instrument payable to any account of the Borough of East Newark is returned for insufficient funds, a service charge of $20 per transaction, or the maximum amount allowed by N.J.S.A. 40:5-18, shall be added to the account. This service charge shall be paid and credited before any other payment on the account is accepted and credited.
2. 
Unpaid service charges shall become delinquent and, when applicable, such as in the case of taxes or special assessments, shall become a lien against property and shall be enforced in the same manner as other liens.
3. 
Unpaid service charges shall be collected in the same manner prescribed by law for the collection of the account for which the check or other written instrument was tendered.
4. 
Any person or entity who has tendered a check or other written instrument that was returned for insufficient funds may be required to thereafter pay in cash or by certified or cashier's check.
b. 
Fees for Copies of Records. The following schedule of fees shall be charged:
1. 
Copies of Records (other than certified copies):
$0.75 per page for the first 10 pages.
$0.50 per page for next 10 pages.
$0.25 per page for each page over 20 pages.
Extraordinary services—when extraordinary time and effort is required, the fee is the actual cost of material and supplies and a special service charge per hour will be charged. A deposit of 50% of estimated cost shall be required prior to the request being started.

The fee for certified copies of records shall be $2 per copy.
3. 
The fee for mailing of copies shall be $2 for mailing of one to three pages. The fee shall be $5 if four or more pages are mailed.
4. 
An assessment search fee shall be $10.
5. 
A tax search fee shall be $10.
6. 
The fee for a certified list of property owners shall be $0.25 per owner or $10, whichever is greater.
7. 
The fee for a copy of the Land Development Book is $60.
8. 
The fee for a copy of the Revised General Ordinances of the Borough of East Newark is $200.
9. 
Fee for supplements of either the Land Development Book or the Codified Borough Ordinances is the same as fees for copies of individual pages.

Fees for copying public records, including, but not limited to, municipal court discovery, are herby established pursuant to N.J.S.A. 47:1A-5(b) as follows:
1. 
Copies of Records (other than certified copies):
1st page to 10th page: $0.75 per page;
11th page to 20th page: $0.50 per page;
All pages over 20: $0.25 per page.

Photographs will be copied at the rates established herein. If requests are made for duplicate photographs, the actual cost of making the photographs shall be charged.
b. 
Alcoholic Beverages Control License Background Check: $25.
c. 
Letters of good conduct: $5.
d. 
Permit to carry firearms: $8.
e. 
Firearms permit: $8.
f. 
Bartender's license: $33.
NJ State: $25.
Borough: $8.
g. 
Videotapes shall be $25 per copy.
h. 
Audio Tapes.
1. 
Digital audio tapes and police dispatcher and telephone conversations shall be $75 per case.
2. 
Audio tapes of statements shall be $20 per case.
i. 
Photographic prints, eight inches by 10 inches shall be $10.
j. 
Extraordinary Services. When extraordinary time and effort is required, the fee is the actual cost of material and supplies and a special service charge of $25 per hour will be charged. A deposit of 50% of estimated cost shall be required prior to the request being started.
k. 
Receipt Issued for All Fees. The Police Department shall issue a receipt for all fees and monies received for the services extended or materials furnished.

a. 
General Provisions.
1. 
Purpose. The purpose of this subsection is to establish policies and procedures for the collection of fees associated with the performance of marriage or civil union ceremonies by the Mayor.
b. 
General Regulations.
1. 
Collection of Fees: Persons seeking to be married or joined in civil union by the Mayor of the Borough of East Newark shall remit the applicable fee delineated below to be paid to the Borough of East Newark:

(a) 
Residents of the Borough of East Newark: $90.
(b) 
Nonresidents of the Borough of East Newark: $115.
(c) 
Active military, in United States Military Uniform: No charge.
(d) 
The Mayor, in his or her discretion, may choose when a fee is not to be charged.
(e) 
An administrative fee of $20 shall be added to the above established fees.
(f) 
A fee of $15 shall be added to the above established fees for ceremonial assistant services rendered.
2. 
Compensation and Reimbursement of Expenses incurred through the performance of marriage and civil union ceremonies.
(a) 
Receipt of Fees. The fee shall be paid by check, payable to the Borough of East Newark. Fees collected shall be deposited into the Borough's current fund.
(b) 
Disbursement of Fees. Fees for service may be disbursed to the Mayor through the appropriate budget line item and with appropriate authorization.

Birth, Death or Marriage Certificates:
1. 
$25 for a certified copy of a birth, death, marriage certificate, civil union, domestic partnership, or fully certified photocopy; and for each such certified copy requested on the same day, an additional $5 for each;
2. 
$10 for the correction of a birth, death, marriage, civil union or domestic partnership certificate;
3. 
$5 for a certified copy of a correction of a birth, marriage, civil union, domestic partnership, death record.
b. 
Once a vital record is amended, the correction form becomes part of the original record. Any time a copy of the vital record is issued, a copy of the correction form must also be issued. Accordingly, no additional fee shall be charged for a copy of a vital statistic correction form when a copy of the vital record is issued.
