All recreational, park and conservation areas within the Borough shall be closed from 8:00 p.m. to 8:00 a.m., with the exception of facilities especially designated for night use and/or for facilities which have been especially permitted by the Recreation Board and Borough Council of the Borough of Plymouth for particular uses.
All public recreation, park and conservation areas shall be open to all members of the public who have complied with all lawful conditions imposed on access or remaining in the premises by the Borough of Plymouth, said lawful conditions being:
A. 
The time limits set forth above.
B. 
The banning of the possession, use and/or sale of alcoholic beverages or narcotics on or in said recreation, park or conservation areas.
C. 
The prohibition of littering within said areas.
D. 
The prohibition of unauthorized vehicles and motorcycles upon park grounds.
E. 
The unlawful drinking, smashing of bottles and the use of four-wheel-drive vehicles, etc., within the recreation, park or conservation areas of the Borough of Plymouth.
Rules and regulations shall be posted by the Recreation Commission in consultation with the Borough Council and Chairman of Parks and Recreation in a manner prescribed by law or in a manner that is reasonably likely to come to the attention of intruders.

For purposes of law enforcement, any police officer of the Borough of Plymouth shall communicate to any trespasser that he is in violation of the above conditions, and said officer or officers are empowered to make an arrest.
