A. 
Words and phrases, when used in this chapter, shall have the meanings ascribed to them in The Vehicle Code of Pennsylvania, as now in force, or as hereafter amended, enacted or reenacted, except where the context clearly indicates a different meaning.
B. 
In this chapter, the singular shall include the plural, the plural shall include the singular, and the masculine shall include the feminine.
A. 
The Mayor shall have the following powers to regulate traffic and parking temporarily and in time of emergency:
(1) 
In the case of fire, flood, storm or other emergency, to establish temporary traffic and/or parking regulations;
(2) 
In the case of emergency or to facilitate public works, or in the conduct of parades, processions or public events, to restrict or prohibit traffic and/or parking in limited areas for periods of not more than 72 hours.
B. 
Such temporary and emergency regulations shall be enforced by the Mayor and the Police Department of the Borough in the same manner as permanent regulations. Any person who shall operate or park a vehicle in violation of any such regulation, or who shall move, remove, destroy, injure or deface any sign erected or posted to give notice of any such regulation shall be liable to the penalty set forth in the law or elsewhere in this chapter for a violation of such nature, and, in case of a violation for which no specific penalty is set forth in the law or elsewhere in this chapter, shall, upon conviction in a summary proceeding under the Pennsylvania Rules of Criminal Procedure, be guilty of a summary offense and shall be punishable by a fine of not less than $100 and not more than $1,000, plus court costs and reasonable attorneys’ fees incurred by the Borough in the enforcement proceedings. Upon judgment against any person by summary conviction, or by proceedings by summons on default of the payment of the fine or penalty imposed and the costs, the defendant may be sentenced and committed to the Borough correctional facility for a period not exceeding 10 days or to the county correctional facility for a period not exceeding 30 days. Each day that such violation exists shall constitute a separate offense, and each subsection of this section that is violated shall also constitute a separate offense. In addition to or in lieu of enforcement under this section, the Borough may enforce this section in equity in the Court of Common Pleas of Cumberland County.

The Borough Council may, from time to time, designate places upon and along the streets and alleys in the Borough where, for a period of not more than 90 days, specific traffic and/or parking regulations, prohibitions and restrictions shall be in force and effect, and shall designate such locations by proper signs and markings. Such regulations, prohibitions and restrictions shall be effective just as if they had been specified in this chapter. No person shall operate or park a vehicle in violation of any such regulation, prohibition or restriction, and no person shall move, remove, destroy or deface any sign or marking erected or made by authority of this section. Any person who shall violate any of the provisions of this section shall, upon conviction thereof before a Magisterial District Judge, be liable to penalty set forth in the law or elsewhere in this chapter for a violation of such nature, and in case of a violation for which no specific penalty is set forth in the law or elsewhere in this chapter, shall, upon conviction in a summary proceeding under the Pennsylvania Rules of Criminal Procedure, be guilty of a summary offense and shall be punishable by a fine of not less than $100 and not more than $1,000, plus court costs and reasonable attorneys’ fees incurred by the Borough in the enforcement proceedings. Provided: the purpose of this section is to allow for the test and experimental determination of the feasibility and desirability of permanent changes in the chapters of the Borough relative to traffic and parking.
The following speed limits have been established:
A. 
All state highways shall be subject to the posted speed limits as established pursuant to the Pennsylvania Motor Vehicle Code and the regulations enacted pursuant thereto.

B. 
All other streets and alleys within the Borough shall have a twenty-five-mile-per-hour speed limit unless otherwise provided pursuant to the Pennsylvania Motor Vehicle Code.

C. 
Twenty-five miles per hour: on Butler Street, from Tichy Drive to Mooreland Avenue; on Chestnut Street, from Watt Street to West Pine Street; on North Walnut Street, from Lauman Street to Butler Street; on South Walnut Street, from West Pine Street to Hill Street; on Hill Street, from South Baltimore Avenue to the Borough line at South Middleton Township; on Mooreland Avenue, from Butler Street to West Pine Street; on Harman Street, from Mooreland Avenue to Chestnut Street; on West Pine Street, from Baltimore Avenue to the Borough line at South Middleton Township; on East Pine Street, from Baltimore Avenue to Mountain Street; on Mountain Street, from East Pine Street to the Borough line at South Middleton Township; and on all other streets, alleys and avenues within the Borough, except those upon which a thirty-five-mile-per-hour speed limit has been established.

A. 
The following intersections located in the Borough of Mount Holly Springs are hereby declared to be stop intersections, and official stop signs shall be erected (or are hereby confirmed if heretofore erected) in such a position as to face traffic approaching the designated through street traveling upon the stop street in the direction or directions hereby generally indicated. All vehicles approaching the intersections designated below upon the stop streets in the direction or directions hereby indicated in each case shall come to a full stop within a reasonable distance before entering such intersection or entering upon the through street.

Any operator of a vehicle who shall fail to come to a full stop within a reasonable distance before entering such stop intersections as herein above required shall be cited under the relevant portions of the Pennsylvania Motor Vehicle Code and upon conviction shall be sentenced accordingly.

A. 
Definitions. As used in this chapter, the following terms shall have the meanings indicated:
OTHER VEHICLES
All other words shall have the meaning ascribed to the word in the Pennsylvania Motor Vehicle Code.
TRUCK
A motor vehicle designed, used or maintained primarily for the transportation of property.
B. 
Prohibition. No person shall operate a motor vehicle or combination of vehicles which gross weight or total gross weight of the combination shall exceed 3 1/2 tons on the following streets:

(3)

C. 
Exceptions:
(1) 
Nothing in this section shall prohibit passage of any vehicle or combination for the purposes of local deliveries to the residents or businesses located on streets named immediately above. Further, nothing in this section shall prohibit the passage of any vehicle or combination for the purpose of local deliveries within the Borough of Mount Holly Springs, if the Commonwealth of Pennsylvania has permitted said vehicle and/or combination to be included on an access route listing of any state highways passing through the Borough of Mount Holly Springs.

(2) 
Nothing herein shall prohibit the passage over these streets of fire, police, snow plows or other emergency vehicles.
(3) 
The Mayor shall have the power to permit traffic over the above named streets under the following conditions:
(a)
