The Board of Supervisors of Lower Providence Township hereby
creates the office of Fire Marshal and Emergency Management Coordinator
and establishes the right, duties, obligations and conditions as set
forth in this chapter.
A.
The Fire Marshal and/or Emergency Management Coordinator shall be
appointed by the Lower Providence Township Board of Supervisors and
shall serve until a successor is duly appointed.
B.
In the absence of the Fire Marshal, a deputy Fire Marshal may be
appointed by the Board of Supervisors and shall have the full authority
and carry out the responsibilities of the Fire Marshal.
The Fire Marshal/Emergency Management Coordinator shall report
directly to the Lower Providence Township Chief of Police and/or Township
Manager.
A.
Conduct fire cause investigations and other fire-related investigations.
Cooperate with law enforcement agencies in the investigation of arson
or related crimes.
B.
Coordinate and prepare an emergency operations plan for the Township
in accordance with the Pennsylvania Emergency Management Services
Code and shall establish and maintain a Township emergency operation
center for continuous readiness for immediate activation.
C.
Investigate and/or coordinate fire security alarm violations and
issue violation notices or citations as required.
D.
Assist in review and approval of plans for new construction and conduct
inspections of buildings and property for fire hazards and compliance
with the Township's Fire Prevention Code.
E.
Conduct annual business license inspections and assist the Community
Development Department with residential resales and other inspections
as needed.
F.
Attend meetings with the Township Manager and Board of Supervisors
regarding Fire Marshal activities and projects and respond to concerns,
inquiries and/or complaints from the general public with respect to
fire prevention and/or emergency management.
G.
The Fire Marshal shall provide such reports as are necessary and/or
requested by the Board of Supervisors regarding fire prevention and/or
emergency management.
H.
Perform such other duties as required or assigned by the Township
within the scope of the office.
The Fire Marshal in consultation with the Chief of Police at
the scene of a fire or other emergency shall be authorized to make
emergency expenditures after consultation with the Township Manager.
Information regarding Fire Department operations and/or emergency
operations shall only be released to the news media and the public
at large after consultation between the Fire Marshal and the Chief
of Police.
