Pursuant to N.J.S.A. 26:3-1, the Mayor and Borough Council have established a Board of Health for the Borough of South Toms River.
[1975 Code § 2-8.2]
The Board of Health shall consist of five members. All members of the Board shall be appointed by the Mayor and confirmed by Council, and shall hold office for the term of three years, except in the case of vacancies. Vacancies shall be filled for the unexpired term.

The Board of Health shall adopt rules and regulations for its government and shall elect a President from its members and shall appoint a Registrar of Vital Statistics, which officer, however, need not be a member of the Board.

The Board of Health may also appoint such other officers or assistants as the Board may deem necessary. All appointees of the Board of Health shall be governed by the rules of the Board, and they may be removed for cause by the Board.

The Board of Health shall not contract any debt or debts of any kind beyond the amount of the appropriation provided for its use by appropriate ordinance.

There shall be created and established in the Borough of South Toms River a Recreation Commission.

a. 
The Recreation Commission shall consist of seven members and two alternate members appointed by the Mayor, all of whom shall be residents of the Borough of South Toms River. The members shall serve without compensation, except as hereinafter provided. The Mayor shall designate one of the members to serve as Chairman and presiding officer of the Commission.
b. 
The Commissioners shall be appointed for a term of five years.
c. 
The Mayor or Borough Council may remove any member of the Commission for cause, on written charges served upon the member and after a hearing thereon at which the member shall be entitled to be heard in person or by counsel. The Commission shall have the opportunity to present to the Council a written response to written charges served upon any member of the Commission. A vacancy on the Commission occurring otherwise than by expiration of a term shall be filled for the unexpired term in the same manner as the original appointment.
d. 
Alternate Members shall be designated at the time of appointment as "Alternate No. 1" and "Alternate No. 2." Alternate Members may participate in discussions of the proceedings but may not vote except in the absence or disqualification of a regular member of the Board of Recreation Commissioners. In the event that a choice must be made as to which alternate member is to vote, Alternate No. 1 shall vote.

a. 
The Board of Recreation Commissioners shall have full control over all lands, playgrounds and recreation places acquired or leased under the provisions of the statute governing Recreation Commissions within the State of New Jersey, and may adopt suitable rules, regulations and bylaws for the use thereof and the conduct of person while on or using same, and any person who shall violate any of such rules, regulations or bylaws shall be deemed and adjudged to be disorderly. The custodians, supervisors and assistants, appointed by the Commission shall, while on duty and for the purpose of preserving order and the observance of rules, regulations and bylaws of the Commission, have the power and authority to issue complaints returnable in the Municipal Court of the Borough of South Toms River.
b. 
In order to provide the funds, in whole or in part, necessary to improve, maintain, and police the playgrounds or recreation places under its control, the Commission may arrange and provide for the giving of exhibitions, plays, concerts, games and contests and may use and employ such playgrounds or recreation places for the purpose of giving exhibitions, plays, concerts, games, and concerts.
c. 
The Commission may charge and collect a reasonable admission fee for each person entering such playground or recreation place as a spectator during the time or times when the same is not being used or employed for such purposes, but shall not use or employ any such playground or recreation place for such purposes for a greater period than a ratio of one hour to every two hours in each day during which the playground or recreation places are utilized, not more than 16 hours in any one calendar week, and when any such playground or recreation place is used for such purpose, no admission fee shall be charged or collected from children under 12 years of age.
d. 
The Commission may charge and collect a reasonable service charge from persons using, as participants, special areas and facilities which require special maintenance and the use of which is restricted to relatively few people, in order to assist in the meeting of the operating cost thereof, in whole or in part.
e. 
The Commission shall conduct studies to select lands for public playgrounds and recreation places and, when necessary or advisable, conduct studies to select lands for an approach or approaches by way of ingress thereto and egress therefrom of such size and dimension as the Board shall think suitable, with regard to the population of the neighborhood. The Commission shall render reports to the Borough Council, which may thereafter provide for the acquisition of the various lands selected and recommended by the Commission either by way of gift, purchase or condemnation. In making such reports, the Commission shall cause surveys and maps to be made thereof, together with a careful estimate, as nearly accurate as need be, of the probable cost of acquiring such lands and a statement of the annual rental and duration of term, if the Commission deems it advisable, to lease the same, together with an estimated cost of preparing such lands and suitably equipping the same by the erection of buildings, stands, seats and other structures and apparatus for such playgrounds and recreation places.
f. 
The Commission shall maintain a system of public recreation, including playgrounds and shall on or before December 1 of each year, report to the Borough Council the estimated amount necessary to operate and maintain said system of public recreation.
g. 
The Borough of South Toms River and any event sponsored by the Borough, shall be exempt from any requirements of this section. It is the intention of this section to insure that the Borough is not required to obtain permission from the Commission to utilize Borough property, nor shall it be charged a fee for use of same.

a. 
The Borough Council shall annually fix, determine and appropriate a sum which the Council, in its discretion, deems appropriate for the care, custody, policing and maintenance of the recreation program and the various expenses of the Recreation Commissioners.
b. 
The Recreation Commission shall not maintain their own financial records, but all financial records and financial matters, such as payroll and purchasing, shall be maintained by and conducted through the usual Borough Departments.

The Commission may appoint such clerks and other employees as it may require, provided that the same shall be within the limits of funds appropriated to it by the Borough Council.

Pursuant to N.J.S.A. 40:56A-1 et seq. there is hereby established in the Borough of South Toms River an Environmental Commission, which shall consist of seven members, one of whom shall also be a member of the Municipal Planning Board, and all of whom shall be residents of the Borough, and which shall be known as the "Environmental Commission of the Borough of South Toms River."

The members shall be appointed by the Mayor. The Mayor shall designate one of the members to serve as Chairman and presiding officer of the Commission. The terms of office of the first Commissioners shall be for one, two, or three years, to be designated by the Mayor in making his appointments so that the terms of approximately 1/3 of the members will expire each year, and their successors shall be appointed for terms of three years and until the appointment and qualification of their successors. Members shall serve without compensation. Members may be removed by the Mayor for cause, and vacancies may be filled, as provided for in N.J.S.A. 40:56A-1.

Pursuant to N.J.S.A. 26:2BB-9, et seq., a Municipal Alliance Committee is hereby established in the Borough of South Toms River.

The Municipal Alliance Committee shall have those powers and duties provided for under the provisions of N.J.S.A. 26:2BB-9, et seq., and N.J.A.C. 17:40-2.4, -2.6.

a. 
Members of the Municipal Alliance Committee shall be appointed by the Mayor with the advice and consent of the Borough Council.
b. 
The Municipal Alliance Committee shall include a broad representation from the Borough of South Toms River. Membership may include, but is not limited to:
1. 
A representative of the governing body selected by a majority vote of the governing body.
2. 
Chief of Police.
3. 
President of, or a representative of, the Board of Education.
4. 
The Superintendent of Schools and/or the Principal of the South Toms River Elementary School or his or her designee.
5. 
A Student Assistance Coordinator.
6. 
A representative of the Parent Teacher Association of South Toms River Elementary School.
7. 
A representative of a local bargaining unit for the teachers at the South Toms River Elementary School.
8. 
A representative of the Chamber of Commerce, if available.
9. 
A representative of the South Toms River Municipal Court system.
10. 
A representative of a local civic organization.
11. 
Representatives of law or religious groups.
12. 
Individuals who may have been impacted by alcoholism and/or drug abuse, including individuals who have been directly affected by their own, or a family member's abuse or addictions.
13. 
Representatives of labor unions, including but not limited to public employee unions representative of employees of Borough of South Toms River.
14. 
Representatives of the news media.
15. 
Private citizens with interest or experience in issues concerning alcohol and/or drug abuse; and/or
16. 
Representatives of public or private organizations involving the treatment of alcohol and/or drug related problems.
c. 
There shall be no limitation on the number of members who may be appointed to the Municipal Alliance Committee by the Mayor with the advice and consent of the governing body. 50% of the members, however, must reside in the Borough of South Toms River. Members shall be appointed for specific terms. Officers of the Municipal Alliance shall be elected annually by a majority of the members of the Municipal Alliance Committee. A complete list of the Municipal Alliance Committee members, with their addresses and contact telephone numbers, shall be provided annually to the Borough Clerk and the Mayor and Council.
d. 
The Borough Clerk shall be responsible for submitting a letter annually to the County Alliance Steering Committee, along with a list of members of the South Toms River Municipal Alliance.
e. 
The Municipal Alliance Committee shall adopt bylaws within 90 days of its establishment. The Committee shall conduct meetings regularly, with an annual calendar of meetings established at the Committee's organizational meeting. A copy of the Municipal Alliance's list of meetings shall be provided to the Borough Clerk on a regular basis. Minutes shall be kept at all Municipal Alliance Committee meetings, and a quorum of community members shall be required for action to be taken by the Committee. A quorum shall be 50% of the Committee membership plus one.

The functions of the Municipal Alliance Committee shall consist of all of those functions set forth in N.J.A.C. 17:40-2.5.

There shall be created and established in the Borough of South Toms River a Local Historian.

The Local Historian shall be appointed by the Mayor with the advice and consent of the Council. The term of office shall be for one year. The member shall serve without compensation, but the governing body may annually appropriate such funds as may be necessary to reimburse a Local Historian for expenses incurred in the performance of the duties and responsibilities set forth in N.J.S.A. 40:10A-4.
