In compliance with N.J.S.A. 47:1A-1 et seq. of the New Jersey Open Public Records Act, the schedule of fees shall apply to requests for copies of government records unless a particular Statute or State regulation establishes a different fee with respect thereto.
a. 
The following schedule shall apply to requests for copies of government records which can be reproduced by regular copying equipment within the Borough's Municipal Building:
1. 
$0.05 per letter size page or smaller;
2. 
$0.07 per legal size page or large; In the event the actual cost of duplicating a particular record, which shall be the cost of materials and supplies used to make a copy of said record, exceeds the foregoing rates, the person requesting said records shall be required to pay the actual cost of duplicating said record.
b. 
The following schedule shall apply to requests for copies of government records which cannot be regularly reproduced by copying equipment in the Municipal Building or which involves extraordinary time and/or effort to comply with the request submitted.
1. 
A "special service charge" shall be paid by the requester at the rate of $15 per hour or part thereof per employee, plus any other actual costs incurred, required to comply with the requests submitted. The Borough shall have the option to comply with any such request through the hiring of an "outside vendor" and the requestor shall pay "the actual cost" inquired by the Borough for the outside vendor.
2. 
An estimate of such "special service charges" shall be prepared by the custodian and shall be paid by the requestor, when the request made is for records in a medium which the Borough does not routinely store the requested information, a record which is not routinely developed or maintained by the Borough or which requires a substantial amount of manipulation or programming of information technology.
3. 
Any additional "cost of technology" actually incurred by the Borough shall be included in the "special service charge" to be paid for by the requestor.

The following fees are hereby established:
a. 
A fee of $10 for the issuance of a certified copy of a vital record certificate.
b. 
A fee of $10 for the issuance of a Certification of a certified copy of a vital record certificate.
c. 
A fee of $20 for the correction of a certified copy of a vital record certificate.
d. 
A fee of $10 per five-year period for any person making an application for a birth, death, or marriage certificate, where the date of occurrence of the event is unknown. This fee shall be in addition to the fee for the copy.
e. 
Such vital records referred to hereinabove may include, but are not limited to birth, death, marriage, remarriage, domestic partnership or civil union certificates, and reaffirmation of civil union.

If the taxpayer has authorized that his original bill be forwarded to a mortgagee or servicing organization, and the Borough receives a request to issue duplicate copy of the tax bill to the mortgagee or servicing organization, the requesting party must pay a fee of $5 for the first duplicate copy and a fee of $25 for each additional duplicate copy of the same tax bill issued within the same tax year.

A search fee in the amount of $100 shall be charged to any person or party seeking a search of municipal records for the purpose of a tax redemption. It is hereby determined that the amount of such charge is equal to the approximate amount of the Borough's administrative expense or other related costs, to perform the necessary research to guarantee the redemption.

a. 
A surcharge in the amount of $20 shall be imposed upon any taxes, fees or other charges due to the Borough of South Toms River, where a check or draft has been submitted to the Borough for the payment of such taxes, fees or other charges, and such check or draft is returned for insufficient funds.
b. 
That it is hereby determined that the amount of such surcharge is equal to the approximate amount of the Borough's administrative, or other related costs, where a check or draft has been returned for insufficient funds.

a. 
There is hereby established a fee for the furnishing to any person, firm, corporation or association of copies of any official investigative or other report prepared by any member of the South Toms River Police Department.
If the person, firm, corporation or association purchases copies of any report in person, the fee to be charged is $0.50 per page. If copies of reports are requested other than in person, the fee shall be $5 for the first three pages and $1 per page thereafter.
b. 
Copies for Municipal, State or County Agencies. It is hereby determined that the amount of such fee normally assigned to the reproduction of police reports and accident reports held and controlled by the Police Department shall be reproduced for the benefit of another municipal government, or State or County government, or any legal agency, department commission, or subdivision of the State of New Jersey, at no cost or surcharge to the requesting party.

Fee permitted for online tax sale notice shall be $25 per mailing added to the cost o the sale (maximum of two in-lien mailings).
