As used in this section:
MINOR
Shall mean any unemancipated person under the age of 18 years.
PARENT
Shall mean and include either or both natural parents of
a minor, the legal guardians of such minor or any other adult persons
who have voluntarily or otherwise assumed the responsibilities of
a natural parent with respect to custody, care and control of the
minor. For the purposes of enforcement of this section, the term "parent"
shall not apply to natural parents, legal guardians, or other persons
whose responsibility for the control of this minor has been transferred
to another person or otherwise terminated by court order or by the
emancipation of the minor by marriage, military service, or other
circumstances. Persons claiming the benefit of any such termination
or transfer of responsibilities shall bear the burden of establishing
the same in any proceedings hereunder.

No person shall, on any property owned, leased, or maintained
by the Borough willfully give or offer or attempt to give or offer
to any waterfowl, which shall include ducks, geese, or other birds
of any type, any food, tobacco, alcohol or other substances to be
ingested by said waterfowl, of any type whatsoever.

It shall be unlawful for any parent or guardian to assist, aide,
abate, allow, permit, suffer, or encourage, his or her minor children
to commit a violation of this section as defined herein either by
overt act, or failure to act, or by lack of supervision in control
over such minor.

All violators of this section shall be subject to a penalty
of $100 for each violation or 30 days community service, or both.
Each and every day in which a violation of this section exists shall
constitute a separate violation subject to penalty.
