Any new curb or sidewalk or any repair to any existing sidewalk or curb shall conform to the specifications provided in this Article.

A permit shall be required for the installation of new sidewalk or any repair to any existing sidewalk. The fee to be assessed for said permit shall be fixed in accordance with Municipal Ordinance 101-3(A)(1)(e)(iv).
In the event that any new sidewalk, or any repair to any existing sidewalk, or the installation of an apron to any driveway touches or concerns the Municipal street, a street opening permit shall be required.
A street opening permit shall be required for the installation of any curbing which touches or concerns any Municipal street.

All curbs and sidewalks lying within the intersection of the side lines of intersecting streets will be paid for by the owner of the property.
All curbs and sidewalks shall be laid at the established grade, in conformity with adjoining property or as specified by the Borough Engineer.

In all cases where permanent improvements are installed, the line and grade will be furnished by the Borough Engineer at the expense of the property owner.
Where gutters are considered necessary, they shall be laid and paid for by the borough.
A. 
The paved portion of any sidewalk, provided the width of the street so permits, shall be not less than four feet in width.
B. 
The full width of such sidewalk from the fence line to the curbline shall remain unobstructed, unless special privilege is secured from the Mayor and Borough Council.
C. 
The grade of sidewalks shall have a uniform pitch of one-four (1/4) inch to the foot toward the curbline, except where the physical conditions alter the situation and, in such case, modifications shall first be approved by the Mayor and Borough Council.
D. 
The materials for the paved portion of the sidewalks shall be concrete, provided that the alignment, grades, construction and ingredients shall correspond to the provisions of this Article. In all cases where the subgrade is of a clay or spongy nature, there shall be an additional excavation of a depth of four inches below the base of the improved pavement and such space shall be filled and well tamped with sand or cinders.
E. 
Concrete sidewalks shall be at least four inches in thickness, composed of what is known as the one-course 1-2-4 mix [namely, one equal part by volume of Portland cement, two equal parts by volume of good clean sand, to four equal parts by volume of crushed rock, pebbles or slag]. These ingredients shall be well mixed in a dry condition, and then sufficient water added to obtain the desired consistency, and the mixing continued until the materials are uniformly distributed and the mass homogeneous and uniform in color. The concrete shall be of such consistency that, when placed in the forms and tamped, there will be no voids when the forms are removed.
F. 
The concrete shall be placed in the forms for the full thickness of the pavement in the one-course type and finished with a steel trowel. No topping or plastering shall be permitted.
G. 
Expansion joints at least 1/4 inch in width shall be cut through the full thickness of the pavement every four to six feet. About every 30 feet, a one-half-inch tar filler shall be placed.
A. 
All curbs, unless otherwise authorized by the Mayor and Borough Council, shall be constructed of concrete of the one-course type and of the same ingredients and mixture as provided in § 94-21E. The surface of the concrete shall have the trowel finish. The outer edge of the top of curbs shall be finished with an edging tool having a one-inch radius.
B. 
Curb forms shall be removed soon enough to afford proper finishing. The face of the curbs shall be finished for at least 12 inches below the top. No topping or plastering shall be permitted.
C. 
The curbs shall be of at least six inches in thickness at the top and seven inches in thickness at the base, giving a one-inch flare on the face, and shall be at least 16 inches in depth.
D. 
Expansion joints at least 1/4 inch in width shall be cut not over 10 feet apart for the full width and depth of the curbs.
E. 
Excess concrete extending over the thickness of the curb at the top shall be removed, leaving a straight line along the inner edge of the curb.
All curb corners shall be rounded with an eight-foot radius, unless otherwise ordered in writing by the Borough Engineer.
All driveway approaches shall be of an approved hard-surface material, and shall slope from the grade of the outer edge of the paved portion of the sidewalk to the gutter at the curbline.
