No person, firm, corporation or other entity shall permit or allow effluent from any drain, gutter, downspout, conduit, channel, culvert, pipe or other type of outlet to discharge, directly or indirectly, onto the surface of any public street surface, public parking lot surface, public sidewalk surface or the surface of any other Village-owned or -controlled property from any private property, without the specific written consent of the Village Department of Public Works Director or his designee. Such effluent, unless "sewage" as that term is defined in § 158-5 of the Sewer chapter of the Code, may be directed into the Village stormwater system, upon approval thereof by the Village Department of Public Works.
