The terms used in this chapter, shall have the meanings respectively
ascribed to them in R.S. 39:1-1 as amended.
In addition, the following terms not defined in R.S. 39:1-1
as amended, are defined with reference to this chapter as follows:
a. The
term "curb" shall mean the lateral boundary of that portion of the
street designated for the use of vehicles, whether marked by curbing
or not.
b. The
term "side" as used herein shall mean the curb line as defined above.
c. All
distances contained herein are measured distances from the point of
intersection of extended curb lines unless otherwise stated.

Whenever certain hours are named in this chapter, they shall
mean either Eastern Standard Time or Eastern Daylight Saving Time,
as may be in current use in the borough.

The provisions of this chapter imposing a time on parking shall
not relieve any person of the duty to observe other more restrictive
provisions prohibiting or limiting the stopping, standing, or parking
of vehicles as set forth in R.S. 39:4-138, any other New Jersey statute
or as hereinafter provided.

a. Upon the declaration of an emergency, there shall be no parking upon
streets or sections of streets where temporary EMERGENCY NO PARKING
signs are displayed. The chief of police, or in his absence the ranking
police officer, is authorized to declare an emergency and to direct
the posting of EMERGENCY NO PARKING signs when weather conditions,
accidents, fires, or public celebrations dictate or require the avoidance
of hazards or other conditions which interfere with the free flow
of traffic.
Notification that EMERGENCY NO PARKING signs are being or will
be posted shall be given to the operator or owner of any vehicle which
has been parked prior to the posting of the signs.
b. Any unoccupied vehicle parked or standing in violation of this subsection
shall be deemed a nuisance and a menace to the safe and proper regulation
of traffic and any police officer may provide for the removal of the
vehicle. The owner shall pay the reasonable costs of removal and storage
which may result from the removal, before regaining possession of
the vehicle.
c. The effectiveness of this subsection is contingent upon signs being
erected as required by law.

No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I which can be found in Chapter
7A.

No person shall park a vehicle between the hours specified in Schedule II upon any of the streets or parts of streets described in Schedule II which can be found in Chapter
7A.

No person shall park a vehicle for longer than the time limit shown in Schedule III at any time between the hours listed in Schedule III of any day except Sundays upon any of the streets or parts of streets described in the schedule which can be found in Chapter
7A.

The parking time-limit provisions in this chapter shall not
be operative on Sunday, New Year's Day, Memorial Day, Independence
Day, Labor Day, Thanksgiving Day and Christmas Day.
No operator of a vehicle shall stand or park a vehicle in any space on public or private property appropriately marked for vehicles for the physically handicapped, or as specified in any schedule, which can be found in Chapter
7A, unless the vehicle is authorized by law to be parked therein and a handicapped person is either the driver or a passenger in that vehicle.
Except during periods of snow emergency as described in subsection
7-3.7a., or while fire, ambulance or other emergency personnel are responding to fire or other emergency calls, no vehicles shall be parked in the municipal parking yards located behind borough hall and at the railroad station on any day between the hours of 2:00 a.m. and 6:00 a.m.

No person shall stop or stand a vehicle at any time upon any of the streets or parts of streets described in Schedule IV-A which can be found in Chapter
7A.
No person shall stop or stand a vehicle during the hours designated upon any of the streets or parts of streets described in Schedule IV-B which can be found in Chapter
7A.
No person shall stop or stand a vehicle, other than a school bus, during the hours designated upon any of the streets or parts of streets described in Schedule IV-C which can be found in Chapter
7A.

The streets or parts of streets described in Schedule V, which can be found in Chapter
7A, are hereby designated as one-way streets.

Pursuant to the provisions of R.S. 39:4-140, the streets or parts of streets described in Schedule VI, which can be found in Chapter
7A, are hereby designated as through streets. STOP signs shall be installed on the near right side of each street intersecting the through street.
Pursuant to the provisions of R.S. 39:4-140, the intersections described in Schedule VII, which can be found in Chapter
7A, are hereby designated as stop intersections. STOP signs shall be installed as provided therein.
Pursuant to the provisions of R.S. 39:4-140, the intersections described in Schedule VIII, which can be found in Chapter
7A, are hereby designated as yield intersections. YIELD signs shall be installed as provided therein.

The locations described in Schedule IX, which can be found in Chapter
7A, are hereby designated as loading zones.

a. No person shall make a left turn at the locations described in Schedule XI, which can be found in Chapter
7A, during the period or periods indicated.
b. No person shall make a right turn on a red traffic signal at the locations described in Schedule XII which can be found in Chapter
7A.

No person shall park any vehicle upon any municipally controlled
street in the borough for the purpose of:
a. Displaying the vehicle for sale.
b. Cleaning, greasing, or repairing the vehicle, except in the case
of repairs by reason of emergency or urgent necessity.
c. Primarily advertising the vehicle or advertising any other thing
or product.

a. The streets or parts of streets described in Schedule XIV, attached
to and made a part of this chapter, shall have the speed limits designated
in such schedule.

b. Regulatory and warning signs shall be erected and maintained to effect
the above designated speed limits as authorized by the Department
of Transportation.

Unless another penalty is expressly provided by New Jersey Statute, every person convicted of a violation of this chapter or any supplement thereto shall be liable to a penalty of not more than $50 or imprisonment for a term not exceeding 15 days, or both. Every person convicted of a violation of subsection
7-3.8, concerning restricted parking for handicapped, shall be liable to a fine of $250 for the first offense and, for subsequent offenses, a fine of at least $250 and up to 90 days community service on such terms and in such form as the court shall deem appropriate, or any combination thereof.

b. This section shall not apply to school buses operated in connection
with the transportation of students to or from any school or in connection
with any school-related activity, any vehicle registered with the
New Jersey Commission of Motor Vehicle as farm machinery or a farm
vehicle, any vehicle owned or operated by the borough or to any vehicle
owned and operated by a public utility that may be engaged in the
installation, repair or maintenance of utilities on such streets.
