The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.

No person shall park a vehicle on any street within the Village of Penn Yan, where permitted, other than parallel to the edge of the street, heading in the direction of traffic and with front and rear wheels not more than 12 inches from the curb.
A. 
No person shall park a vehicle on any public highway within the corporate limits of the Village of Penn Yan between the hours of 2:00 a.m. and 6:00 a.m. during the period beginning November 1 and ending April 1 of each year.
B. 
No person shall park a vehicle on a Village street within the Business District between the hours of 2:00 a.m. and 6:00 a.m.

No person shall park a vehicle on any public highway or any municipal parking field within the corporate limits of the Village of Penn Yan in an area where parking is prohibited by posted sign.
A. 
Parking in fire lane. No person shall park a motor vehicle in any area at any time within the corporate limits of the Village of Penn Yan where such area is designated by posted sign as being a fire lane.
B. 
Parking on sidewalk. No person shall park a motor vehicle on any sidewalk, or in such a manner as to obstruct pedestrian traffic on said sidewalk, at any time within the corporate limits of the Village of Penn Yan.
A. 
No person shall park a vehicle within an alley in such a manner or under such conditions as to obstruct the free movement of vehicular traffic, and no person shall stop, stand or park a vehicle within an alley in such a position as to block the entrance to any abutting property.
B. 
For the purposes of this section, "alley" is defined as those roadways that are located as follows:
(1) 
South of the premises located between No. 104 and No. 118 Elm Street and west of the properties located at No. 2 through No. 24 Main Street.
(2) 
To the rear of the premises west of No. 100 through No. 118 Main Street and No. 130 through No. 142 Main Street.
(3) 
To the west of No. 100 East Elm Street and east of premises at No. 101 through No. 109 Main Street.
(4) 
To the rear of the premises east of No. 1 through No. 25 Main Street.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XII (§ 190-48), attached to and made a part of this chapter.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XIII (§ 190-49), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XIV (§ 190-50), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XV (§ 190-51) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall stop a vehicle during the times specified in Schedule XVI (§ 190-52) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XVII (§ 190-53) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XVIII (§ 190-54) at any time between the hours listed in said schedule of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XIX (§ 190-55), attached to and made a part of this chapter, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
The locations described in Schedule XX (§ 190-56), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XXI (§ 190-57), attached to and made a part of this chapter, are hereby reserved for the parking of vehicles displaying authorized handicapped identification.

No person shall park a car in a designated parking space for a period longer than allowed by the posted time limit.

No vehicle shall be parked in any area of a municipal parking field or on a Village street within the business district which has not been marked as a parking space.

No vehicle shall be double-parked on any public highway within the corporate limits of the Village of Penn Yan.

No vehicle shall be parked on any public highway within the corporate limits of the Village of Penn Yan within five feet of any public or private driveway or crosswalk except for temporary loading, unloading of passengers, goods, wares and/or merchandise.

No vehicle shall be parked on any public highway within the corporate limits of the Village of Penn Yan within 15 feet of a fire hydrant.

No person shall park a vehicle in any area designated for New York State Department of Motor Vehicles driver's license road tests only, except when such vehicle is occupied by an individual scheduled for a driver's license road test at that location, on the date and at the time such vehicle is so parked, those restricted parking areas being designated in § 190-58, Schedule XXII: No Parking Except for Scheduled New York State Department of Motor Vehicles Driver's License Road Tests.
