The special library tax shall be levied and collected each year as is provided by statute.
The Library Directors shall select a president and secretary as provided by statute, and such other officers as they deem necessary, and shall meet at such times as the Library Board may determine, but shall post notice of such official meetings as required by statute.

Each year, it shall file a report with the City Council, containing, among other things, an itemized statement of the expenses anticipated for the coming year, as required by statute.
The Board of Library Directors shall have the power to make any reasonable rules and regulations governing the use of the library and library facilities, and to exclude from the use of the library any person(s) who wilfully violates the rules and regulations prescribed by the Board.
