The following described streets or part of streets and parking
lots in the Township of Belleville are hereby described as parking
meter zones; and such other parking zones as may hereafter be created:
Franklin Street, for the entire length, from Newark City line
to the Bloomfield Township line.
Washington Avenue, for its entire length, from Newark City line
to the Nutley Township line; Shoppers Parking in Parking Area #1,
Block 74, Lots 1, 7, 9, 28; Parking Area #6, Block 120, Lot 24.

The Chief of Police shall install parking meters, when and as
purchased by the Township and shall designate parking spaces in accordance
with the provisions of this chapter.

In such zone, no vehicle shall be parked except as hereinafter
provided from 9:00 a.m. to 6:00 p.m. on any Monday through any Saturday.
No vehicle shall be parked in Shoppers Parking in Parking Area #1,
Block 74, Lots 1, 7, 9, 28 or Parking Area #6, Block 120, Lot 24 from
2:00 a.m. to 6:00 a.m. daily.

Parking meters shall be placed upon the curb alongside or next
to the individual parking spaces to be designated as herein provided
and each of said parking meters shall be so set as to show or display
a signal showing legal parking for the space alongside of such meter
for a period of one hour parking upon the deposit of one nickel and
upon the deposit of the second nickel an additional hour will be provided.
These meters are to be located on BOTH SIDES of the street from the
beginning of Washington Avenue at the Belleville-Newark City line
to the northerly terminus of Washington Avenue designated as Belleville-Nutley
Township line.

Shoppers Parking in Parking Area #1, Block 74, Lots 1, 7, 9,
28 and Parking Area #6, Block 20, Lot 24, parking meters shall be
so set as to show or display a signal showing legal parking for the
space alongside of such meter for a period of 12 minutes for $0.05;
24 minutes for $0.10; and one hour for $0.25. Upon the deposit of
said coins, up to one additional hour will be provided.

When any vehicle is parked in any space alongside of, or next
to which there is a parking meter on Washington Avenue, the owner,
operator, manager or driver of the vehicle shall deposit a $0.05 coin
as above provided in the parking meter alongside of or next to the
parking space.

When any vehicle is parked in Parking Area #1, Block #74, Lot
1, 7, 9, 28 or Parking Area #6, Block 20, Lot 24, the owner, operator,
manager or driver of the vehicle shall deposit a $0.05, $0.10 or $0.25
coin as above provided in the parking meter alongside of or next to
the parking space. The parking space may then be used by such vehicle
during the parking limit permitted by the coin deposited.

If the vehicle remains parked in any parking space beyond the
parking limit paid for by the coin deposited for such parking space,
such vehicle shall be considered as parked overtime, and the parking
of a vehicle overtime or where the meter at such parking space does
not register lawful parking shall be deemed a violation of this chapter.
It is unlawful for any person to cause or permit any vehicle registered
in his name or under his control to be parked overtime or in any parking
space where the meter does not register lawful parking.

In any meter zone which meter makes provisions for parking of
two hours or less by insertion of the appropriate coin in said meter,
no person shall insert additional coins and remain parked in a parking
space exceeding two hours adjacent to such parking meter. This provision
shall not apply to Shoppers Parking on Wednesdays in Parking Area
#1, Block 74, Lots 1, 7, 9, 28. Wednesdays of each week, the two-hour
parking limitation will be suspended from 9:00 a.m. to 6:00 p.m. in
Shoppers Parking in Parking Area #1, Block 74, Lots 1, 7, 9, 28.

Any vehicle parked in any parking space in any parking meter
zone shall be parked with the hood of such vehicle alongside of or
next to the parking meter.

The police department shall place lines or marks on the curb
along the street about or alongside of each parking meter to designate
the parking space for which the meter is to be used, and each vehicle
parked alongside of or next to any parking meter shall park within
the lines or markings so established.
It shall be a violation hereof to park any vehicle across any
such line or mark or in any way that the same is not within the area
so designated by such lines or markings. It is unlawful for any person
to deface, injure, tamper with, open or willfully break, destroy or
impair the usefulness of any parking meter installed in the Township
streets. The deposit of coins required herein are levied as a police
regulation and inspection fees to cover the cost of inspection and
regulation involved in the enforcement of this chapter and the parking
of vehicles on the Township streets in the parking meter zones.

When, because of weather or other unusual conditions which create
a hardship on the public, it shall be deemed inadvisable by the Chief
of the Police Department to enforce this chapter, he shall cause appropriate
signs to be displayed in parking meter zones to the effect that the
parking meters are temporarily not in use, and no person shall be
prosecuted for violations of this chapter.

No parking meters shall be installed in any location that would
infringe upon or where parking is prohibited pursuant to R.S. 39:4-128
and any such meters presently installed be removed.

Any person found guilty of violating the provisions of this
section shall, upon conviction, be subject to a fine in accordance
with the Local Supplemental Violations Bureau Schedule of Designated
Offenses, or as otherwise determined by the municipal judge, not to
exceed $250. A copy of said schedule is available in the office of
the court administrator.

The use of parking meters described in this chapter shall be
suspended from Thanksgiving to January 1 of each year.
