A.
The purposes of the rules and regulations of this chapter are specifically stated as follows:
(1)
To prohibit excessive volumes and/or inordinate rates of flow of sewage and wastes into the public sewer system.
(2)
To prohibit the contribution of sewage, industrial wastes or other wastes of a flammable nature or which create in any way a poisonous or hazardous environment for sewerage system maintenance and operation personnel.
(3)
To prohibit the contribution of sewage, industrial wastes or other wastes which may cause maintenance difficulties in the trunk sewers, force mains, pumping stations, sewage regulators and other structures and appurtenances to the South Bay Collection System.
(4)
To prohibit the contribution of sewage, industrial wastes or other wastes which may create operating difficulties at the water pollution control plants as they now exist or may be constructed, modified or improved in the future.
(5)
To prohibit and/or to regulate the contribution of sewage, industrial wastes or other wastes which require greater treatment expenditures than are required for equal volumes of normal sewage as defined herein.
(6)
To require the treatment, before introduction into the public sewer system and public sewers tributary thereto, of such wastes as may otherwise impair the strength and/or durability of the structures appurtenant to the system by direct or indirect chemical action or interference with the treatment processes.
(7)
To protect the public health and to prevent nuisance.
(8)
To collect charges from all users who contribute wastewater to the South Amboy sanitary sewer system for conveyance and treatment at the Middlesex County Utilities Authority Treatment Plant. The proceeds of such charges so derived will be used for the purpose of operating and maintaining the South Amboy Sewerage System and the Middlesex County Utilities Authority Treatment Plant.
B.
It is the intent of this chapter to establish proportionate user charges that place the cost of pollution abatement directly on the source of pollution, conserve potable water, maintain financial self-sufficiency and pay the operation, maintenance and replacement expenses associated with the City of South Amboy Sewerage and Middlesex County Utilities Authority treatment fees.
As used in this chapter, unless the context specifically indicates otherwise, the following terms shall have the following meanings:
BIOCHEMICAL OXYGEN DEMAND (BOD)
The quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedure in five days at twenty degrees centigrade (20° C.), expressed in milligrams per liter.
BUILDING DRAIN
That part of the lowest horizontal piping of drainage system which receives the discharge from soil, waste and other drainage pipes inside the walls of the building and conveys it to the building sewer, beginning five feet [1.5 meters] outside the inner face of the building wall.
BUILDINGS
Structures of all types, whether enclosed or not, such as sheds, pits, platforms, etc., which are connected, directly or indirectly, to the city's sewerage system.
BUILDING SEWER
The extension from the building drain to the public sewer or other place of disposal.
CHLORINE DEMAND (CD)
The difference between the amount of chlorine applied to the sewer system and the amount of free-combined or total-available chlorine remaining at the end of the contact period.
CITY
The City of South Amboy.
DWELLING UNIT
Residential space designed for more or less permanent occupancy by a family, an individual or group of individuals maintaining a household with cooking facilities.
GARBAGE
Solid wastes from the domestic and commercial preparation, cooking and dispensing of food and from the handling, storage and sale of produce.
HOUSE CONNECTION
The sewer line running from a dwelling unit to the property line and connecting with the service connection
INDUSTRIAL WASTES
The liquid wastes from industrial manufacturing processes, trade or business, as distinct from sanitary sewage.
OPERATION AND MAINTENANCE
Those functions that result in expenditures during the useful life of the sewerage and treatment system for materials, labor, utilities and other items which are necessary for wastewater management and for which the system was designed and constructed. The term "operation and maintenance" includes replacement as defined in this section.
PERSON
Any individual, firm, company, association, society, corporation or group.
PH
The logarithm of the reciprocal of the weight of hydrogen ions in grams per liter of solution.
PRETREAMENT WORKS
Any devices and systems required by the city for the storage, treatment, recycling and reclamation of sewage which possess the characteristics enumerated in Article II, Sections 127-5 and 127-6.
PROPERLY SHREDDED GARBAGE
The wastes from the preparation, cooking and dispensing of food that have been shredded to such a degree that all particles will be carried freely under the flow conditions normally prevailing in public sewers, with no particle greater than one-half (1/2) inch [1.27 centimeters] in any direction.
PUBLIC SEWER
A sewer in which all owners of abutting properties have equal rights and which is controlled by public authority.
REPLACEMENT
Expenditures for obtaining and installing equipment, accessories or appurtenances which are necessary during the useful life for which the works were designed and constructed.
SANITARY SEWER
A sewer which carries sewage and to which storm-, surface and ground waters are not intentionally admitted.
SERVICE CONNECTION
The sewer line extended from the property line of a dwelling unit to the main in the street.
SEWAGE
A combination of the water-carried wastes from residences, business buildings, institutions and industrial establishments, together with such ground-, surface and storm waters as may be present.
SEWER
A pipe or conduit for carrying sewage.
SEWERAGE SYSTEM
All facilities for collecting, pumping, treating and disposing of sewage.
SLUG
Any discharge of water, sewage or industrial waste which, in concentration of any given constituent or in quantity of flow, exceeds, for any period of duration longer than 15 minutes, more than five times the average twenty-four-hour concentration of flows during normal operation.
SUSPENDED SOLIDS (SS)
Solids that either float on the surface of or are in suspension in water, sewage or other liquids and which are removable by laboratory filtering as prescribed in standard laboratory procedures.
TREATMENT WORKS
Any devices and systems for the storage, treatment, recycling and reclamation of municipal sewage, domestic sewage or liquid industrial wastes. These include intercepting sewers, outfall sewers, sewage collection systems, pumping, power and other equipment and their appurtenances; extensions, improvements, remodeling, additions and alterations thereof; elements essential to provide a reliable recycled supply, such as standby treatment units and clear well facilities; and any works, including site acquisition of the land that will be an integral part of the treatment process or is used for ultimate disposal of residues resulting from such treatment, including land for composting sludge, temporary storage of such compost and land used for the storage of treated wastewater in land treatment systems before land application; or any other method or system for preventing, abating, reducing, storing, treating, separating or disposing of municipal waste or industrial waste, including waste in combined stormwater and sanitary sewer systems.
