A Police Department has been established in the Borough of Milltown. The composition and rules of the Police Department are as provided in Chapter 11, Police Department.

A Fire Department has been established in the Borough of Milltown. The composition and rules of the Fire Department are as provided in Chapter 12, Fire Department.

There is hereby created a Department of Parks and Recreation which shall be responsible for, but not necessarily limited to, the planning, organizing and effecting of public recreation policies and programs within the Borough. The head of the Department of Parks and Recreation shall be the Director of Parks and Recreation. The Director of Parks and Recreation shall report to Borough Council.

The Division of Administration shall develop, coordinate and implement the various activities related to the Department functions. The Division shall operate all Borough recreation activities and functions.

The Director of Parks and Recreation shall be assisted by an Advisory Recreation Council consisting of nine citizen members. All appointments shall be for a term of three years and until their successors have been duly appointed and have qualified. In the event of a vacancy on the Advisory Recreation Council occurring during an unexpired term of office, a member shall be appointed to serve for the unexpired term. The members shall receive no compensation for their services. Of the aforementioned citizen members, the Council shall appoint one member to serve as liaison to the Board of Education for a term of one year.
In addition to the aforementioned citizen members, the Council shall appoint two members, one male and one female, to serve as representatives to the student body of Milltown and one member who resides in the Borough of Milltown and attends a private or parochial high school, for a term of one year. The Borough Council shall appoint from its membership one Councilmember to serve as liaison to the Advisory Recreation Council for a term of one year.

The Department of Parks and Recreation shall consist of the following Divisions:
Recreation program operation
Major parks operation
Special parks facilities
Swimming pools
Historical site management
Community beautification
Recreation administration
Construction and maintenance

There is hereby established within the Borough of Milltown, a Department of Social Services which shall be under the control and supervision of a Director of Social Services who shall be appointed by the Mayor with the advice and consent of the Council by resolution of such salary as shall be fixed by ordinance of the Borough Council.

The duties and responsibilities of the Director of Social Services shall include, but not be limited to, the following:
a. 
To report to the Mayor and Council concerning the social and welfare needs of the citizens of the Borough of Milltown.
b. 
To plan and supervise programs and activities for senior citizens of the Borough; to administer and coordinate activities at the Milltown Senior Citizen Center including scheduling of the building for all resident activities with priority given to senior activities and to plan and supervise programs and activities that will enrich the lives of senior citizens of the Borough.
c. 
To provide counseling and referral assistance to all residents including geriatric residents residing in Milltown and to serve as liaison to all County, State and Federal agencies and private nonprofit agencies providing social services to all citizens including senior citizens.
d. 
To review all programs and information and available funds and grants on the County, State and Federal level available for social and welfare and senior citizen needs of the Borough and to apply for funding for these programs and insure compliance with program objectives.
e. 
Such additional duties and responsibilities as may be determined by the Mayor and Council.

The Director of the Department of Public Works and Recycling shall be the Certified Public Works Manager.

There is hereby established within the Borough of Milltown a Department of Code Enforcement.

a. 
Creation. There is hereby created a Division of Housing Inspections within the Department of Code Enforcement for the purpose of administration, inspections and enforcement of the New Jersey Hotel and Multiple Dwelling Law and the Regulations for the Maintenance of Hotels and Multiple Dwellings pursuant to N.J.S.A. 55:13A-1 et seq. and N.J.A.C. 5:10.
b. 
Administration. The Division of Housing inspections shall be under the direct supervision of the appointed Housing Code Official in accordance with the requirements established by the New Jersey Department of Community Affairs. The Division of Housing Inspections shall be staffed in accordance with guidelines established by the New Jersey Department of Community Affairs for the purpose of conducting required inspections with the consent of the Governing Body.
c. 
Fees; Penalties. All fees and associated costs collected in accordance with the regulations shall be deposited into separate dedicated accounts and must be used solely for the purposes of the administration and enforcement of the regulations.
