A Cable Television Advisory and Borough Website Committee is hereby established for the Borough of Milltown.

The Mayor is hereby authorized to appoint a Milltown Cable Television Advisory and Borough Website Committee of six persons. The Cable Television Advisory Committee is hereby amended to include the Milltown Website Committee and the existing members of the Cable Television Advisory Committee shall assume the duties associated with the Borough website.

The Committee shall be comprised of a maximum of one person from the Borough Council and the remainder shall be residents of the Borough.

The term of the appointment shall be for three years at the pleasure of the Mayor, with the advice and consent of the Borough Council.

The Committee shall elect officers from amongst the body. The officers shall be a President, a Vice President and a Secretary-Treasurer. Each office shall be for a term of one year. Elections shall be held each year at the annual meeting in April.

The Committee shall meet at least once a year and additional meetings may be held throughout the year on call of the President or, in his absence.

The Borough of Milltown Cable Television and Borough Website Advisory Committee's primary function shall be to act as an advisory committee to the Mayor and Borough Council in matters related to the municipal cable television system. The Advisory Committee shall also act as a liaison between the Borough Clerk, the community and the management of the cable television system, giving input of community interest and standards regarding programming, management and operation of the local cable system. It shall also be the duty of the Advisory Committee to monitor and enforce compliance with the Municipal Consent Ordinance once adopted pursuant to N.J.S.A. 48:5A-24. The Advisory Committee shall assist the Borough Council in conducting the public hearing prior to the adoption of the Consent Ordinance pursuant to N.J.S.A. 48:5A-23, subsection b. Upon the conclusion of public hearing, the Advisory Committee shall assist the Borough Council in the selection of a qualified applicant.

A webmaster will be appointed by the Borough Council by contract to be negotiated from time to time as needed. Failure of the Webmaster to adhere to the provisions of this section will constitute grounds for dismissal of the Webmaster.

The Cable Television Advisory Committee and Borough Website Committee will:
a. 
Be non-partisan. There shall be no political affiliation of any kind.
b. 
There will be no editorial, letters, voice or any other broadcast editorials section on the Milltown Website. This site is intended to be an informational tool for all visitors, i.e., schedule of public works garbage pickup, recreation program dates and times, swimming pool hours, Borough Hall hours, and any upcoming monthly events necessary to inform the public.
c. 
All changes, updates and postings to the Milltown website will be submitted by the TV/Website Committee for review by the Business Administrator and Borough Council liaison prior to being posted on the website. The ultimate decision making authority for content will rest with the Borough Council.
d. 
The Milltown website will be maintained solely by the appointed Webmaster and Business Administrator or the Business Administrator's designee.

The Mayor and Council recognize that there are existing sites within the Borough of Milltown which have historic significance and they recognize that it is appropriate to create an advisory committee to provide input as to the proper designation or preservation of these historic sites.

There is hereby created the Milltown Historic Preservation Advisory Committee.

a. 
The Historic Preservation Advisory Committee shall consist of five regular members and two alternate members who will be appointed for a term of three years. One member shall be a member of the Council, and the remaining four shall be citizens of the Borough of Milltown.
b. 
The Councilmember shall serve a one-year term.
c. 
The remaining four members and two alternate members of the Historic Preservation Advisory Committee shall serve for terms of three years and until the appointment and qualifications of their successors, but the initial term of the members shall be as follows: one member and one alternate for a one-year term, one member and one alternate for a two-year term and two members for a three-year term.
d. 
All members of the Historic Preservation Advisory Committee shall serve without compensation.
e. 
The members shall be appointed by a vote of a majority of the Borough Council.
f. 
Although not a requirement of membership, consideration will be given to members based on their area of expertise, particularly knowledge in building design and construction, architectural history and local history. Although not a requirement it is recommended that a member of the Planning Board also be solicited for membership.

The Historic Preservation Advisory Committee shall meet at least once a month and shall, at its first meeting, elect one of its members as Chairperson and one member as Vice Chairman and one member as Secretary. The Chairperson shall preside over all meetings. The Vice Chairperson shall preside in the absence of the Chair and the Secretary shall be responsible for all public notifications and for keeping minutes of the meeting. Copies of all minutes shall be provided to the Borough Clerk.

The Historic Preservation Advisory Committee shall:
a. 
Establish a criteria for determination of historic sites within the Borough, including but not limited to the age of the structure, the architectural nature of the structure and particular historical significance of the structure;
b. 
Prepare a list of historic sites based on the criteria set forth above;
c. 
Make recommendations to the Borough Council as to recommended utilization or preservation of the historic sites;
d. 
Make recommendations to the Planning Board as to property preservation utilization of historic sites;

e. 
Conduct advisory, educational and information functions as will promote historical preservation within the Borough; and
f. 
Apply for available grants and other available funding from governmental and non-governmental entities.

The first list of historic sites shall be presented to the Mayor and Council within 180 days of the establishment of this Committee and shall be updated on no less than a bi-annual basis.

The Mayor and Council believe that a need exists to revitalize and beautify the Main Street Business area located in the Borough and numerous citizens have volunteered to assist in the revitalization and beautification of the Main Street Business area. The Borough Council is of the opinion that this would best be accomplished by the creation of a Revitalization Advisory Committee.

There is hereby established the Milltown Revitalization Advisory Committee.

a. 
The Milltown Revitalization Advisory Committee shall consist of 10 members, one of which shall be the Council liaison and the remaining nine shall be citizens of the Borough, of which one may be another Councilmember.
b. 
The Council liaison shall serve one year terms.
c. 
The remaining nine members of the Milltown Revitalization Advisory Committee shall serve for terms of three years and until the appointment and qualifications of their successors, but the initial term of the members shall be as follows: three such members for terms of three years, three such members for terms of two years, three such members for terms of one year.
d. 
All members of the Milltown Revitalization Advisory Committee shall serve without compensation.
e. 
The members shall be appointed by a vote of a majority of the Borough Council.

The Milltown Revitalization Advisory Committee shall meet regularly at least once a month and shall, at its first meeting, elect one of its members as Chairperson, who shall preside over all meetings.

a. 
Membership; Terms. There is hereby established a Senior Citizen Advisory Committee which shall serve in an advisory capacity to the Supervisor of Senior Citizens' Activities. The Committee shall consist of such number of members not to exceed nine as may be deemed advisable by the Mayor and Council. The members shall be appointed by the Mayor with the advice and consent of the Borough Council. No person shall be appointed to the Committee unless such person is a resident of the Borough. The term of each member shall be for three years. Members shall serve during their respective terms until their successors are appointed and qualified. The Committee shall report to the Director of Social Services.
b. 
Vacancies; Compensation. Vacancies occurring other than by expiration of term shall be filled in the manner provided above for the balance of the unexpired term only. The Committee shall designate one of its members as Chairperson. The Chairperson shall serve until January 1 following designation and until his successor shall be designated. All members shall serve without compensation.
c. 
The Senior Citizen Advisory Committee shall organize annually.
d. 
Meetings; Quorum. The Senior Citizen Advisory Committee shall meet regularly, but in no event less frequently than once each calendar quarter. A majority of the members shall constitute a quorum.
e. 
The Senior Citizen Advisory Committee shall be responsible for advising the Supervisor of Senior Citizens' Activities regarding social, recreational and educational needs of Milltown senior citizens and for making recommendations for additions, deletions or modifications of the existing scope of services.

The position of Municipal Historian is hereby created to be an educational resource on the Borough of Milltown's historic past.

The Municipal Historian shall be appointed by the Mayor and shall serve a term of four years. If a vacancy in the position occurs prior to the completion of a four-year term the Mayor shall make an appointment for the balance of the term.

The Municipal Historian shall reside in the Borough unless the Borough Council waives the residency requirement. The Municipal Historian shall possess knowledge of the history of the Borough, the State and the Country, and be able to conduct historical research, and have the ability to write and speak well about the Borough's history.

The responsibilities of the Municipal Historian shall include, but shall not be limited to: (1) act as a Liaison to the Historical Society and the Historical Preservation Committee; (2) work with local, State and Federal organizations and with individuals from the public and private sector in helping maintain and preserve local history through research, writing, and public speaking; (3) advise Borough officials on historic issues and subjects, such as historical objects, historic structures, and sites, and National Register properties; (4) research public and private grants and contributions to carry out such duties and responsibilities; (5) publish works and other articles on Borough history.
