In interpreting and applying the provisions of this chapter,
they shall be held to be the minimum requirements for the promotion
of the health, safety, morals and general welfare. They are not intended
to interfere with or to abrogate or annul other rules, regulations,
local laws, or ordinances, provided that where this chapter imposes
greater restrictions upon the use of buildings or premises, or upon
the height or bulk of a building, or requires larger open spaces,
the provisions of this chapter shall apply.
