a. 
Any person who keeps, operates or proposes to establish in the City a kennel, dog shop, shelter or pound shall apply to the Official designated to issue licenses for a license entitling him/her to keep or operate such establishment.
b. 
The requirement of a license under this Article shall be in addition to the license requirement relating to certain pet shops pursuant to Article 2 of Chapter 2 of this Title.

a. 
The application shall describe the premises where the establishment is located or is proposed to be located, and the purpose for which it is to be maintained.
b. 
The application shall be accompanied by the written approval of the Division of Fire, the Division of Inspections and Enforcement and the Division of Environmental Health of the City, showing compliance with the local and State rules and regulations governing location and sanitation of such establishments.

All licenses issued, and renewals thereof, under this chapter shall expire biennially on December 30th after date of issuance. If any applicant obtains an initial license pursuant to this section after the renewal date or in between a biennial cycle, the applicant will pay a pro-rated application fee. The applicant's license will thereafter expire on December 30th in accordance with the biennial licensing cycle. The Division of Tax Abatements/Special Taxes shall establish administrative rules and/or regulations pertaining to scheduling for the issuance of a dog license and registration tags.

a. 
The biennial license fees for a kennel providing accommodation for 10 or less dogs shall be $50 and for more than 10 dogs, $200.
b. 
The annual license fee for a dog shop shall be $25.
c. 
No fee shall be charged for a shelter or pound.

Editor's Note: Ordinance 6 S+FB, 5-3-1989 has changed the jurisdiction of dog shop, kennels and pet shop licenses from the Division of Health to the Division of Licenses. The license fees are also adjusted in accordance with the user fees study made in 1986.

Licenses issued under this Article shall be subject to revocation by the Council, on recommendation of the State Department of Health or the Division of Environmental Health of the City, for failure to comply with the rules and regulations of the State Department of Health or the Division of Environmental Health of the City governing licensed establishments hereunder. Such license may be so revoked after the licensee has been afforded a hearing by either the State Department of Health or the Division of Environmental Health of the City.

The Animal Control Officer shall forward to the State Department of Health a list of all kennels, dog shops, shelters and pounds licensed, within 30 days after the licenses therefor are issued. Such list shall include the name and address of the licensee and the kind of license issued.
