Every dwelling consisting of more than 10 dwelling units shall be equipped with doorbells, intercoms or other signaling device attached to the front exterior of the dwelling accessible to all visitors to the dwelling. The devices shall be installed and maintained so that a visitor may audibly signal each individual dwelling unit.
