It is the intent of this article to provide for the most economical and efficient overall direction, coordination and control of the day-to-day activities and operations of the Village of East Syracuse, to minimize the administrative details handled by the Board of Trustees, to provide centralized direction and control of Village employees, to provide professional assistance with the Village budget process and to formalize the staff and advisory functions necessary to the foregoing, the office of Village Manager is established for the Village.
This article is adopted pursuant to Municipal Home Rule Law § 10 that authorizes the Board of Trustees by local law may create the position of Village Manager as a position of employment. The position of Village Manager, as a position of employment, is not subject to permissive referendum.
The Board of Trustees of the Village of East Syracuse, County of Onondaga, hereby establishes the position of Village Manager as a position of employment. The Village Manager shall serve at the pleasure of the Mayor, subject to the protections potentially provided by statute (i.e., Civil Service Law). The position shall be filled following appointment made by the Mayor upon the approval of the Board of Trustees.
Subject to the approval, direction and control of the Mayor and the Board of Trustees, the Village Manager shall:
A. 
Oversee and coordinate the activities of all Village departments in accordance with the policies of the Mayor and the Board of Trustees. Communicate with the Mayor and Board of Trustees often, answer questions and carry out the direction of the Mayor and Board of Trustees.
B. 
Oversee the enforcement of the rules, regulations, ordinances, local laws and codes of the village so that they are administered efficiently and fairly.
C. 
See that all inquiries by residents of the Village, or other interested persons, are referred to the appropriate Village official or department head for investigation and response.
D. 
Attend meetings of the Board of Trustees and assist the Clerk in the preparation of agenda of such meetings.
E. 
Conduct a continuing study of all functions and activities of the Village for the purpose of devising ways and means of obtaining greater efficiency and economy.
F. 
Make recommendations to the Board of Trustees as to measures or programs which will improve the efficiency of economy of the Village government.
G. 
See that the Mayor and the Board of Trustees are kept fully informed of financial condition of the Village.
H. 
Keep abreast of available grants-in-aid from other levels of government, pursue these revenues and make and follow through on applications.
I. 
Supervise the purchase of services, materials and equipment for which fiends are provided in the budget in accordance with the Village procurement policy, if any. Control expenses within the parameters set by the Village Board of Trustees and budget. Audit and approve payment requests prior to presentation to the Board for payment.
J. 
Have such other powers and duties, not inconsistent with law, and as from time to time may be provided by resolution of the Board of Trustees.
K. 
In addition to the powers and duties set forth, the Village Manager may serve as budget officer, if and when so designated by the Mayor, in accordance with § 5-500 of the Village Law. If serving in this capacity, the Manager will prepare all draft, preliminary and final budgets.
L. 
The Village Manager will hold regular meetings and discussions with Village Department heads and will keep the Mayor and Trustees informed as to important issues.
M. 
Have such powers and duties not inconsistent with law from time to time which may be provided by resolution of the Board of Trustees.
N. 
Maintain a liaison with other governmental agencies but not supplant the Mayor or Trustees as the official representative of the Village.
Nothing herein contained shall be deemed or construed as abolishing, transferring or curtailing any powers or duties of the Board of Trustees, or of the Mayor, Treasurer, Clerk or Attorney, as prescribed by the Village Law or other applicable laws.
If a court determines that any clause, sentence, paragraph, subdivision, or part of this article or the application thereof to any person, firm or corporation, or circumstance is invalid or unconstitutional, the court's order of judgment shall not affect, impair, or invalidate the remainder of this article, but shall be confined in its operation to the clause, sentence, paragraph, subdivision, or part of this article or in its application to the person, individual, firm or corporation or circumstance, directly involved in the controversy in which such judgment or order shall be rendered.
