It shall be unlawful for any person to dispose of refuse in
such a manner as to cause air pollution or to conduct a salvage operation
by open burning.

[R.O. 1966 C.S. § 3:1-19]
It shall be unlawful for any person to conduct, cause, suffer,
allow or permit the open burning of refuse and plant life. Plant life
shall be inclusive of but not limited to trees, tree branches, leaves,
yard trimmings, shrubbery, grass, weeds and crops.
