There is hereby reestablished in the Township of Waterford an
advisory committee to be known as the Waterford Township Economic
Development Committee, which shall consist of 10 members and two alternates
who are residents of the Township, to be appointed by the Township
Committee and to serve without compensation.
The Committee positions shall be filled by individuals who are
interested in and qualified to contribute to the economic development
of Waterford Township. The Committee shall represent the following
categories:
A.
Class A: One member of the Township Committee.
B.
Class B: One member of the Township Planning Board.
C.
Class C: The Director of Community Development.
D.
Class D: Five residents of the Township who do not hold a paid municipal
office, position or employment and two alternates.

The term of office of the members of said Committee shall be
one year. The alternate members may participate in discussions of
the Committee but may not vote except in the absence or disqualification
of a regular member. A vote shall not be delayed in order that a regular
member may vote instead of an alternate member.
A.
To assist the Township Committee in coordinating, regulating, and
planning for economic development and redevelopment in the Township
of Waterford.
B.
To promote and encourage the expansion of business and employment
opportunities within the Township of Waterford.
C.
To explore all sources of possible assistance to encourage growth
within the Township of Waterford, including, but not limited to, tax
exemptions and enterprise zones.
D.
To gather and disseminate appropriate data and economic development
information of significance to the residents of Waterford Township.
E.
To assist in, facilitate and provide for economic development activities
in cooperation with other entities, both public and private.
F.
To serve as a voice and advocate for the interests of the local business
community.
G.
The Committee shall maintain meeting minutes and report to the Township
Committee on a monthly basis.
The Committee shall adopt internal rules and procedures for
the transaction of its business, subject to the following:
A.
The Committee Chairperson will be appointed by the Township Committee.
The Committee shall elect from its members a Vice Chairman and Secretary.
B.
A quorum for the transaction of all business shall be five members.
C.
All Committee minutes and records are public records, and all Committee
meetings shall be open to the public.
D.
Committee meetings shall be scheduled at least once a month. Special
meetings may be called at the discretion of the Chairperson.
E.
A Committee member shall be permitted to act on any matter in which
he or she has, either directly or indirectly, any personal or financial
interest so long as such interest is disclosed in the meeting minutes.
F.
The Director of Community Development may not be appointed as Chairperson.
A.
No duties or powers of this Committee shall supersede or infringe
on the powers of the other Township boards or committees.
B.
If any section or provision hereof shall be adjudged invalid, such
determination shall not affect the other provisions hereof, which
shall remain in full force and effect to the extent severable from
such determination.
