The purpose of this article is to provide for the submission and processing of applications for approval of subdivisions in a manner not inconsistent with the Municipal Land Use Law or with other provisions of this Chapter.

No land may be subdivided unless approved in accordance with the procedures and standards set forth in this article and in other applicable provisions of this Chapter.

An owner wishing to combine existing lots by deed or other instrument shall be exempt from the requirement of subdivision approval provided:

The rules, regulations and standards of this article shall be considered the minimum requirements for the protection of the public health, safety and welfare of the citizens of the municipality. Any action taken by the Planning Board under this article shall give primary consideration to such matters and to the welfare of the entire community.
