The following types of vehicles shall not be parked, stopped,
or left standing on the City streets, alleys, easements, or rights-of-way
any longer than necessary for occasional loading and unloading. In
no case shall any such vehicle be parked longer than two hours on
a City street, alley, easement, or right-of-way: Vehicles requiring
what is commonly called a "commercial license" under the laws of the
State of Missouri, vehicles licensed over 24,000 pounds under the
laws of the State of Missouri, semi-tractor trailer trucks, construction
motor vehicles, delivery panel-type trucks, dump trucks or other open-fender
motor vehicles, campers, recreational vehicles, boats or trailers
of any kind.
A.
Designated disabled parking spaces may only be used when a disabled
person, who has been issued disabled license plates or windshield
hanging placards pursuant to the provisions of § 301.142,
RSMo., or by those states with which Missouri has entered into reciprocity
agreements as provided in § 301.142, RSMo., is then, or
immediately preceding being parked, was an occupant of the motor vehicle
bearing the disabled license plate or windshield hanging placard or
in cases where the motor vehicle bearing the disabled license plates
or windshield hanging placard is then being used to deliver or collect
one or more of the disabled persons for whom the disabled license
plates or windshield hanging placard was issued.
B.
The driver, or any occupant, of a motor vehicle bearing disabled
license plates or a windshield hanging placard which is parked or
has been observed to have been parking in a duly designated disabled
parking space shall, upon request from any law enforcement officer
or other duly constituted peace officer upon identification as such,
produce the disabled registration certificate issued to the disabled
person or entity as provided for in § 301.142, RSMo., or
such other authorization to show that the driver or any occupant of
the vehicle is lawfully entitled to use a designated disabled parking
space. The driver or any occupant of the motor vehicle shall, in addition
to the certificate, produce other identification with a photograph
of the disabled person for whom the disabled plates or windshield
hanging placard was issued.
C.
If the driver, or an occupant, of a motor vehicle which is parked
or has been observed to have parked in a designated disabled parking
space is unable to, or cannot, produce the certificate as provided
for in § 301.142, RSMo., or other proper authorization showing
that the vehicle is being used, or has been lawfully parking in a
disabled parking space, the operator is guilty of an ordinance violation.
However, no person shall be found guilty of violating this section
if the operator produces such a certificate to the court that was
valid at the time of the citation for a person who was using the vehicle.
D.
The windshield hanging placard shall only be used when the vehicle
is parked in a disabled parking space. It shall be unlawful for any
person to operate or drive a motor vehicle with a windshield hanging
placard hanging for the inside rearview mirror.
A.
Except when necessary to avoid conflict with other traffic, or in
compliance with law or the directions of a police officer or official
traffic control device, no person shall:
1.
Stop, stand or park a vehicle:
a.
On the roadway side of any vehicle stopped or parked at the edge
or curb of a street;
b.
On a sidewalk;
c.
Within an intersection;
d.
On a crosswalk;
e.
Between a safety zone and the adjacent curb or within 30 feet of
points on the curb immediately opposite the ends of a safety zone,
unless the (traffic authority) indicates a different length by signs
or markings;
f.
Alongside or opposite any street excavation or obstruction when stopping,
standing, or parking would obstruct traffic;
g.
Upon any bridge or other elevated structure upon a highway or within
a highway tunnel;
h.
On any railroad tracks;
i.
At any place where official signs prohibit stopping.
2.
Stand or park a vehicle, whether occupied or not, except momentarily
to pick up or discharge a passenger or passengers:
a.
In front of a public or private driveway;
b.
Within 15 feet of a fire hydrant;
c.
Within 20 feet of a crosswalk at an intersection;
d.
Within 30 feet upon the approach to any flashing signal, stop sign,
or traffic control signal located at the side of a roadway;
e.
Within 20 feet of the driveway entrance to any fire station and on
the side of a street opposite the entrance to any fire station within
75 feet of said entrance (when properly signposted);
f.
At any place where official signs prohibit standing.
B.
No person shall move a vehicle not lawfully under his control into
any such prohibited area or away from a curb such a distance as is
unlawful.

No person shall park or store a motor vehicle except upon a
driveway or parking area which is designed for such purpose and connected
to a street, alley, or road. No person shall park or store a motor
vehicle on any lawn or grassy area. These prohibitions include accessory
and recreational vehicles, including, but not limited to, boats, campers,
trailers, and work-related equipment. This section is intended to
be in addition to other parking or zoning laws of the City.
The driver of any non-emergency vehicle drive into or park such
vehicle within the block where fire apparatus has stopped in answer
to a fire alarm or otherwise park to interfere with emergency operations.
Except as otherwise provided herein, every vehicle stopped or
parked upon a roadway where there are adjacent curbs shall be so stopped
or parked with the right-hand wheels of such vehicle parallel to and
within 18 inches of the right-hand curb.
No person shall park any vehicle upon a street, other than an
alley, in such a manner or under such conditions as to leave available
less than 10 feet of the width of the roadway for free movement of
vehicular traffic.
No person shall park a vehicle within an alley in such a manner
or under such conditions as to leave available less than 10 feet of
the width of the roadway for the free movement of vehicular traffic,
and no person shall stop, stand, or park a vehicle within an alley
in such position as to block the driveway entrance to any abutting
property.
In the event a highway includes two or more separate roadways
and traffic is restricted to one direction upon any such roadway,
no person shall stand or park a vehicle upon the left-hand side of
such one-way roadway unless signs are erected to permit such standing
or parking. The City is authorized to determine when standing or parking
may be permitted upon the left-hand side of any such one-way roadway
and to erect signs giving notice thereof.
No person shall open the door of a motor vehicle on the side
available to moving traffic unless and until it is reasonably safe
to do so, nor shall any person leave a door open on the side of a
motor vehicle available to moving traffic for a period of time longer
than necessary to load or unload passengers.
The provisions of §§ 76.200 to 76.245 governing the stopping, standing, or parking of vehicles shall not apply to law enforcement vehicles or vehicles operated by a governmental entity while on official business. The foregoing exemption shall not protect the driver of any vehicle from the consequences of his willful disregard of the safety of others.
