A person shall not sponsor, maintain, conduct, promote or permit an organized outdoor event on public property with an anticipated attendance of between 50 and 99 people in the Village without prior approval of the Village Manager and issuance of a permit pursuant to this chapter. The Village Manager shall issue a permit if the applicant complies with Subsection B(1) through (5) of § 200-3, unless the Village Manager finds by a preponderance of the evidence that holding such a gathering as proposed would be detrimental to the public health, safety and welfare of the Village. Fees, if any, would be established by Council resolution.
