[HISTORY: Adopted by the Board of Supervisors of the Township of Conestoga at time of adoption of Code (see Ch. 1, General Provisions, Art. I). Amendments noted where applicable.]
Every business and residence within the Township which have been assigned street numbers shall conspicuously display the assigned number in a manner which shall be clearly visible, discernible and identifiable with reference to such building thereof by police, firefighters, ambulance personnel and any other providers of emergency service.
A. 
Reflective numerals designating the house or building number shall be no less than four inches high, with a minimum stroke width of 0.5 inch.
B. 
Numbers must be numeric; by example, the word "fifty-eight" is not permitted to designate the number "58."
C. 
If building numbers are placed on a post or structure other than a building, the building numbers shall be a minimum of four feet above ground level.
D. 
All mailboxes must be visibly marked with said assigned numbers.
E. 
All building numbers shall be affixed in a manner so as to be visible from both directions of travel from either a Township or state road. Whenever any building is situated more than 50 feet from a Township or state road, the building numbers shall be placed near the walk, driveway or common entrance to the property on which the building is erected or upon a gate, post, or fence so as to be easily discernible from the road and shall be aligned with the entrance to the building for which the street number has been assigned. When any building is located within 50 feet of the street line, the building numbers shall be conspicuously placed immediately above or at the side of the door which serves as the entrance to the building for which the street number has been assigned; provided, however, in lieu thereof the building numbers may be placed on a post or other structure immediately in front of and directly aligned with the entrance in a manner which clearly identifies the entrance to the building for which the street number has been assigned. In the event it is not feasible to place the building numbers at the location required by this chapter because of the location of the building or the entrance to the building, the Township officials authorized to administer and enforce this chapter shall designate the location for the placement of the building numbers in a manner which fulfills the intent of this chapter to the greatest extent possible. Building numbers shall not be permitted to be placed where they will be hidden at any time by any obstructions, including but not limited to screens, storm doors, grass, shrubbery and/or trees.
Any person who violates or permits a violation of this chapter shall, upon conviction in a summary proceeding brought before a Magisterial District Judge under the Pennsylvania Rules of Criminal Procedure, be guilty of a summary offense and shall be punishable by a fine of not more than $1,000, plus costs of prosecution. In default of payment thereof, the defendant may be sentenced to imprisonment for a term not exceeding 90 days. Each day or portion thereof that such violation continues or is permitted to continue shall constitute a separate offense, and each section of this chapter that is violated shall also constitute a separate offense.
Upon notification by the police department, fire company or ambulance association having jurisdiction of the failure of a property owner to display a building number, the Township Secretary will notify the property owner by certified mail of the building number and the duty of the owner to display it as provided herein.
The provisions of this chapter are severable and if any section, sentence, clause part or provision hereof shall be held to be illegal, invalid or unconstitutional by any court of competent jurisdiction, such decision of the court shall not affect or impair the remaining sections, sentences, clauses, parts or provisions of this chapter. It is hereby declared to be the intent of the Township Supervisors that this chapter would have been enacted if such illegal, invalid or unconstitutional section, sentence, clause, part or provision had not been included herein.
This chapter shall take effect and be in force after its enactment by the Township Board of Supervisors as provided by law.
