A. 
In accordance with § 2204 of the Second Class Township Code, a Parks and Recreation Advisory Committee is hereby established which shall consist of seven members:
(1) 
Members of the Committee, all of whom shall be residents of the Township, shall be appointed by the Board of Supervisors for staggered terms of five years.
(2) 
The members of the Committee shall serve without pay but may be reimbursed for actual authorized expenses within the funds budgeted for such activities by the Board of Supervisors.
(3) 
Any vacancy on the Committee shall be filled by au appointment by the Board of Supervisors.
(4) 
A member of the Committee recommended by the whole Committee may be appointed as the Township's representative to the Centre Region Parks and Recreation Authority in order to foster coordination between Harris Township and regional boards.
(5) 
The members of the Committee shall elect a chairperson and secretary and select all other necessary officers to serve for a period of one year.
The Committee shall prepare bylaws to direct its affairs.
The Committee shall meet at least quarterly. The Committee shall keep a written record of its meetings in accordance with the law. The Committee shall provide the Board of Supervisors with an annual report of its activities.
A. 
The Committee shall have the following duties:
(1) 
The Committee shall be charged with advising the Board of Supervisors on all matters pertaining to parks and recreation.
(2) 
The Committee shall cooperate with other Township Committees, governmental agencies and civic groups in the advancement of sound parks and recreation planning and programming.
(3) 
The Committee shall also be charged with preparing a parks plan that shall be updated annually.
