The purpose of this article is to minimize the risk of poor oversight or construction for septic system projects located within the Town of Harvard.
On May 26, 2015, the Board of Health held a public hearing, and at the close of that hearing, a vote was taken to adopt this regulation and make it effective on June 23, 2015.
Traditionally, most septic systems are designed by one engineering firm and constructed by a separate firm or contractor (installer), while being inspected and approved by others. The Board feels that this arrangement yields the best results, and circumventing this process could result in lower quality construction. In order to prevent this from taking place, the Board is implementing the following regulation.
