There shall be a Real Property Tax Service Agency, the head of which shall be a Director. He shall be appointed by the County Executive with the approval of the County Legislature for a term of six years. He shall have the powers and duties set forth herein and shall be in the classified service of the civil service. The Director shall, within the appropriations provided, appoint such other officers and employees in said Department as may be established by action of the County Legislature.
The Real Property Tax Service Agency shall:
A. 
Prepare the County Property Tax Maps and maintain them in current condition for each town within the County of Suffolk and provide to all towns and villages within the County of Suffolk copies of said Tax Map which are pertinent to said town or village, in current condition. Copies shall also be held in the office of the County Clerk and shall be provided to such other County or government agency as the Suffolk County Executive or County Legislature may direct.
B. 
Provide advisory appraisals to the towns within the County of Suffolk, upon written request of the supervisor or assessor of said town, of moderately complex taxable properties, being properties where appraisers require either the professional use of engineering skills or the development of earnings or economic analysis of substantial complexity as defined by the State Board of Real Property Tax Services. A portion of the cost of such appraisals shall be charged back against the requesting party, pursuant to authorization under § 1536, Subdivision 5, of the New York State Real Property Tax Law, and shall be determined by the Director of the Real Property Tax Service Agency based upon the nature and complexity of the appraisal and those costs incurred by the agency which are directly related to the conduct and preparation of such advisory appraisal.

C. 
Advise the town assessors on procedures for the preparation and maintenance of assessment rolls, property record cards, appraisal cards and other records and documents relating to real property assessment and taxation.
D. 
Provide to the town assessors appraisal cards and assessment rolls in the forms prescribed by the State Board for use in preparation of assessment records.
E. 
Cooperate with and assist the state and town assessors in training programs provided by the State Board of Real Property Tax Services as prescribed in Chapter 957 of the Laws of 1970.

F. 
Prepare and furnish an annual report and such other reports as may be required by the County Executive and County Legislature.
G. 
Perform such other duties as may be assigned by the County Executive and County Legislature.
H. 
Prepare title abstracts and prepare in-house appraisals or in-house review appraisals for lands to be acquired by the County or of lands actually acquired by the County.

J. 
The Real Property Tax Service Agency, in addition to the powers enumerated in the preceding subsections, is hereby authorized and empowered to provide appraisal services, including providing appraisals and expert testimony, to cities, towns and villages in the County of Suffolk upon the request of the chief executive officer or assessor of such city, town or village. Such appraisal services shall be provided by persons qualified under the state law, and the expense of providing appraisal services shall be charged to the cities, towns and villages requesting such services.
