The following words, terms and phrases used herein, shall have
the following meanings:
PERSON
Any natural person, partnership, firm, association or corporation.
TOWNSHIP
East Vincent Township, Chester County, Pennsylvania.

No person shall permit the accumulation of garbage, rubbish
or other refuse materials upon his property unless same is in covered
containers.

No person shall dump or deposit garbage, rubbish or other refuse
materials on any public property or road in the Township, or on private
property other than his own.

Any person on whose property shall be found any garbage, rubbish or other refuse materials, maintained there in violation of this Part, shall cause the same to be relocated in accordance with §
10-302 hereof within three days of notice by the Township, or its enforcement officer.

If any person shall refuse to comply with the said order for
the proper location of said materials or the removal thereof after
notice, as aforesaid, the same may be removed by the Township or its
agents or employees, and the expense of such removal shall be the
liability of the property owner, the same to be recovered as an ordinary
debt by legal action.

Any person, firm or corporation who shall violate any provision
of this Part, upon conviction thereof in an action brought before
a magisterial district judge in the manner provided for the enforcement
of summary offenses under the Pennsylvania Rules of Criminal Procedure,
shall be sentenced to pay a fine of not more than $1,000 plus costs
and, in default of payment of said fine and costs, to a term of imprisonment
not to exceed 90 days. Each day that a violation of this Part continues
or each Section of this Part which shall be found to have been violated
shall constitute a separate offense.
